Background Safadi Foundation (SF) is implementing Advanced Vocational Training, aiming to enhance employability, labor mobility, and socio-economic inclusion of vulnerable youth and adults across Lebanon. The project focuses on delivering competency-based vocational training aligned with labor market needs and international occupational standards. The intervention combines theoretical instruction, hands-on practical learning, and workplace-based exposure to ensure participants acquire technical competencies required for employment and certification pathways. The project targets beneficiaries in Beirut, Bekaa, and North Lebanon through specialized training programs delivered in collaboration with accredited training centers, private sector actors, and certification bodies. The intervention is designed in line with: Competency-Based Training (CBT) principles; Work-Based Learning (WBL) approaches; Gender-responsive and inclusive programming; Occupational Safety and Health (OSH) standards. B. Purpose Safadi Foundation is seeking to recruit qualified and experienced Sector Expert Trainers to deliver vocational training courses under the following sectors: Cheese Production The training must be aligned with the Curricula Annexed to this ToR The selected trainers will be responsible for delivering high-quality technical and practical training sessions that prepare participants for improved employability and potential certification pathways. The trainers are expected to apply participatory and competency-based methodologies while ensuring safe, inclusive, and learner-centered training environments. C. Objectives of the Training The overall objective of the training is to equip beneficiaries with market-relevant technical competencies through advanced vocational training programs combining: Classroom instruction; Practical lab-based learning; Simulation exercises; Workplace exposure and/or OJT/WBL components; Occupational safety practices; Continuous technical assessment. Each training group is expected to include approximately 15 participants and the topic must be covered during 12 days. D. Scope of Work and Responsibilities The Sector Expert Trainers shall: Training Delivery Deliver technical training sessions based on approved curricula and training plans. Facilitate both theoretical and practical sessions using CBT methodologies. Ensure alignment of training content with labor market needs and certification standards. Deliver practical demonstrations, simulations, and hands-on exercises. Training Preparation Prepare session plans, presentations, practical exercises, and technical materials. Contribute to adapting and updating training curricula where needed. Coordinate with the Training Coordinator regarding schedules, tools, and logistics. Assessment and Monitoring Conduct pre- and post-tests and weekly competency assessments. Monitor trainees technical progression and participation. Support mock exams and practical evaluations. Maintain attendance records and technical assessment documentation. Reporting Submit periodic training reports including: Number of trainees; Attendance tracking; Assessment results; Technical challenges and recommendations; Progress against learning objectives. Submit a final training report summarizing outcomes and recommendations. Inclusion and Protection Ensure a safe and respectful learning environment for all participants. Respect confidentiality and safeguarding principles. Promote equal participation of women, youth, and vulnerable groups. Coordination Coordinate with: Training Coordinator; MEAL team; Social Workers; Regional Supervisors; Private sector partners during WBL/OJT activities. E. Training Methodology The training methodology will adopt a Competency-Based Training (CBT) approach combining: Interactive classroom sessions; Practical lab-based training; Demonstrations and simulations; Case studies and group exercises; Continuous assessments; Occupational Safety and Health (OSH) integration; Work-Based Learning (WBL) and/or On-the-Job Training (OJT) where applicable. Training delivery should emphasize practical competencies and employability-oriented skills. F. Duty Stations Training activities may take place across the following locations: Beirut Khaldeh Additional training venues may be identified according to project needs. G. Required Qualifications Education Technical degree, vocational certification, or university degree relevant to the assigned sector. Professional Experience Minimum 35 years of proven experience in delivering vocational or technical training. Demonstrated practical experience in the relevant technical field. Previous experience with NGOs, TVET institutions, or donor-funded projects is an asset. Experience in CBT and practical skills training is highly preferred. Technical Competencies Strong technical expertise in the assigned specialization. Ability to deliver practical and competency-based learning. Knowledge of occupational safety standards. Familiarity with international standards and certification systems is an asset. Communication and Interpersonal Skills Strong facilitation and presentation skills. Ability to work with vulnerable and multicultural groups. Strong reporting and documentation skills. Fluency in Arabic is required. Basic English communication skills are an asset. I. Core Competencies The selected trainers are expected to: Demonstrate professionalism and integrity; Respect diversity and inclusion; Maintain confidentiality; Promote learner participation and engagement; Ensure compliance with safeguarding and protection principles; Work collaboratively within multidisciplinary teams. J. Deliverables The trainers shall provide: Session plans and technical materials; Attendance sheets; Pre/post assessments; Weekly progress reports; Practical evaluation results; Final technical report with recommendations. All selected trainers must comply with Safadi Foundations safeguarding, protection, non-discrimination, and code of conduct policies throughout the assignment duration.
