Oxfam also works with local partners to contribute to the protection and empowerment of marginalized women and men. Oxfam is seeking a qualified supplier/contractor to supply, install, and commission a Reverse Osmosis (RO) treatment unit to upgrade the existing water filtration system. The objective is to reduce nitrate (NO) concentrations to below 45 mg/L, ensuring compliance with LIBNOR drinking water quality standards. Existing System Description The current water filtration system consists of: Ultraviolet (UV) disinfection unit Three cartridge filters (pre-filtration stages) SPECIFICATION OF GOODS REQUIRED Content of works The supplier/contractor shall provide a complete Reverse Osmosis (RO) treatment unit and associated components to upgrade the existing water filtration system for effective nitrate (NO) removal, ensuring compliance with LIBNOR NL 161 and WHO drinking water standards. The contractor is responsible for ensuring water is for drinkable purposes The system shall be designed to reduce nitrate (NO) concentration to 45 mg/L. The RO unit shall be suitable for continuous operation under local site conditions. All materials in contact with water shall be corrosion-resistant and suitable for potable water use. The suppliers relationship will be directly with Oxfam staff. The contractor shall execute all work required in the presence of the site Engineer or his/her representative and has the right to require re-implementation in case of violation of specifications agreed in the ToR and BoQ or which have been executed in the absence of Oxfam supervisors without informing the supervisor of the time of executing the works. The contractor should ensure safety and security/prevention to avoid any accident while implementing the activity. Oxfam staff will be responsible for inspecting and confirming the delivery and completion of the project. The contractor will be responsible for providing transportation for his workers to the sites all the days, considering restrictions on movements. The Site Engineer may amend what he deems "technically" suitable for the project and after taking the approval of Oxfam, and the Contractor must abide completely with what was required by the supervising committee. Ensure that the supplied items are brand new and not renewed, and that applies to all the supplied items. Preference is given to the items that have proven technical quality and efficiency during the operation. The supplier shall submit comprehensive data sheets meeting all requirements. The supplier shall provide warranty documents or letters for the entire system. The contractor should train the focal point on operation of the system. Oxfam will inform the supplier of the exact date for project implementation. Oxfam will pay based on the installed and delivered quantity. Oxfam reserves the right to increase or decrease quantities at the same unit cost. The supplier/contractor shall conduct water quality testing for nitrate (NO) upon completion of installation and commissioning of the RO system, in the presence of Oxfam engineer or through an approved laboratory. The treated water must achieve a nitrate concentration of 45 mg/L (as per project requirement and LIBNOR standard for drinking water). Handover and payment shall be conditional upon successful compliance with this requirement. If the nitrate concentration exceeds the specified limit, the supplier/contractor shall be responsible for carrying out all necessary adjustments or improvements at no additional cost until compliance is achieved. Failure to meet the required standards shall result in rejection of the system and withholding of payment. Estimated number is 2 systems in 2 CSs (one in Al Khiara intermediate school and the 2nd in Al Rachedeyi intermediate school). Quantity of the items will increase or decrease based on the needs. If the supplier wishes to propose modifications to the specification (which may provide a better way to achieve Oxfam ´s objectives) these must be considered as an alternative offer. The Supplier must make alternative offers in a separate letter to accompany the offer. OXFAM is under no obligation to accept alternative offers. TIMEFRAME AND PAYMENT SCHEDULE The supplier shall deliver the works in two working days. 100% payment will be made after installation and approval of the works, and submission of all required documents.
