The Object Of The Procurement Is A Centralized And Unified Solution That Supports The Strategic Goals Of The City Of Helsinki In Data Utilization, Digitization And Data-Based Decision-Making. The Procured Solution Is Intended For Use By The City Of Helsinkis Industries And Businesses. The Finished Solution Must Be Implemented As A Saas Service (Cloud-Based Solution). The Acquired Solution Is Delivered As A Complete Service, Including A Fixed Implementation Project, Continuous Service Support And Maintenance, As Well As Separately Ordered Expert Work. The Scope Of The Procurement Can Be Seen In More Detail In The Tender Request And Its Attachments. In The Operations Of The City Of Helsinki, Large Amounts Of Data Are Constantly Generated And Utilized, And The Management Of Data Assets Is Fragmented In Different Industries And Business Establishments. The Above-Mentioned Municipalities Have Different Practices And Capabilities In Managing Data Description Information, I.E. Metadata, Which Makes It Difficult To Get An Overall Picture. There Are Several Standardized Metadata Models In Use, But Their Application And Management Varies, Which Makes Data Sharing And Integration Difficult. Metadata Is Not Centrally Managed And There Is No Framework For It. Data Ownership Practices Vary From Municipality To Municipality, Which Can Affect The Sharing Of Data, The Maintenance Of Its Quality And The Definition Of Responsibility Issues. This Prevents The Efficient Utilization And Sharing Of Data Between Different Administrative Authorities, And Contributes To The Fact That The Understanding Of Information Is Strongly Personal, Which Causes Risks To The Continuity Of Information Management. Although Financial And Hr Data In Particular Are Already Shared, The Citys Extensive Data Assets Are Not Fully Utilized. There Is So Much Data That Its Possibilities Are Not Always Seen, And The Sharing Of Information Does Not Happen Systematically Or At The City Level. Some Of The Citys Older Systems Do Not Support Modern Data Modeling And Integration Needs, While Newer Systems Do. Vocabulary Management Is Mainly Decentralized By Administrative Municipality, And There Is No Centralized Management Model In Use. This Makes It Difficult To Harmonize Information. In Addition, Data Movement Between Systems Is Not Fully Controlled. Transferring Information Between Different Systems Can Be Challenging, Which Can Lead To Information Loss, Incorrect Information Or Delays In Decision-Making. In Order To Solve These Challenges, The City Of Helsinki Has Started A Data Management Development Project, Part Of Which Is The Acquisition Of A City-Wide Data Catalog. The Purpose Of The Data Catalog Is To Provide A Centralized Solution For The Administration, Discoverability And Comprehensibility Of The Citys Data Assets. The Purpose Of The Procured Solution Is To Support Data-Based Decision-Making. The Agreement Is Valid For A Fixed Period Of Two (2) Years From The Date Of Its Signing. After This, The Contract Will Continue To Be Valid Until Further Notice. The Object Of The Procurement Is Described In More Detail In This Request For Tenders And Its Attachments. The City Of Helsinki Does Not Commit To Any Purchase Quantities.
