Tenders are invited for Construction of Main Internal Road - Phase 11 (St.0+180 to St.1+470) at Textile Manufacturing Zone (Etmz), Punnaikuda, Eravurpaththu, Batticaloa Scope of Work The scope of work includes excavation, trimming, leveling and compaction of the existing ground; supplying, spreading and compacting approved quarry muck for sub-base construction; construction of 200 mm thick Aggregate Base Course (ABC); application of prime coat and tack coat; laying of 50 mm thick asphalt concrete binder course. It also covers the supply and installation of road kerbs and interlocking paving blocks, together with the construction of RCC-lined drains with turfing and other related minor works. In addition, the works include the widening of culverts using 610 mm diameter Hume pipes and the construction of service ducts utilizing 610 mm and 305 mm diameter Hume pipes. Location of the premises at Textile Manufacturing Zone (ETMZ) Punnaikuda, Eravurpattu, Batticaloa. A complete set of Procurement documents in English language may be purchased by interested bidders on the submission of a written request on a business letterhead addressed to the Actg. Executive Director (Technical Services), Board of Investment of Sri Lanka, Technical Services Department, Level 5, World Trade Centre-West Tower, Echelon Square, Colombo 01 or Assistant Director (ETMZ), Board of Investment of Sri Lanka, Zonal Office, Textile Manufacturing Zone, Punnaikuda, Eravurpattu, Batticaloa from 18.06.2026 until 09.07.2026, 0900 hours to 1500 hours on working days and upon payment of a non-refundable Tender fee of Rs. 35,000.00 (inclusive of SSCL plus VAT). The method of payment will be in cash to the Shroff, Board of Investment of Sri Lanka, World Trade Center - West Tower, Echelon Square, Colombo 01 or amount deposited in Bank in the name of Board of Investment of Sri Lanka account bearing No. 1431688 of Bank of Ceylon (Bank Draft). Sealed Bids must be delivered with a duplicate to reach the Chairman, Department Procurement Committee, C/o Actg. Executive Director (Technical Services), Board of Investment of Sri Lanka, Technical Services Department, Level 5, World Trade Centre- West Tower, Echelon Square, Colombo 01 at or before 1400 hrs on 10.07.2026. Late Bids shall be rejected. Bids will be opened soon after closing time in the presence of the bidders representatives who choose to attend. Bids shall be valid up to 10.10.2026 All Bids must be accompanied by a bid security of Rs. 3,000,000.00 complying with the format annexed. Bid security shall be valid up to 07.11.2026. Pre-bid meeting will be held at 1100 hrs on 25.06.2026 at the Zonal Office of BOI, Textile Manufacturing Zone, Punnaikuda, Eravurpattu, Batticaloa.
