Tenders are invited for Consultant for School License Amendment and Registration of SOS International School of Cambodia with SOS Childrens Villages of Cambodia Announcement Description SOS Childrens Villages of Cambodia is a non-governmental organization committed to supporting the care, protection, and development of children and young people across Cambodia. The organization currently operates programs in the provinces of Phnom Penh, Battambang, Siem Reap, Rattanakiri, Kampot, Prey Veng, and Kratie, delivering services including family-like care, family strengthening, education support, and youth development. As part of its educational support programs, SOS Childrens Villages of Cambodia established Hermann Gmeiner Schools, which currently provide education from Grades 6 to 12. These schools operate under a Memorandum of Understanding (MoU) with the Ministry of Education, Youth and Sport (MoEYS)the locations covered (Phnom Penh, Battambang, Siem Reap, Kratie, Kampot, and Ratanakiri. In addition, SOS Childrens Villages of Cambodia operates kindergartens in Phnom Penh, Battambang, Siem Reap, Rattanakiri, Kratie, and Kampot under the community preschool program. However, these kindergarten programs currently lack formal MoUs or official authorization from the Ministry of Education, Youth and Sport (MoEYS). To strengthen its education services and ensure full compliance with national education regulations, SOS Childrens Villages of Cambodia plans to: 1. Change the official name of Hermann Gmeiner School to SOS International School of Cambodia (SOS-ISC). 2. Expand the education program to cover Kindergarten, Primary Education (Grades 16), Lower Secondary Education (Grades 79), and Upper Secondary Education (Grades 1012). 3. Formalize the registration and licensing arrangements with MoEYS for kindergarten and primary education programs. Expected Outputs Consultant for School License Amendment and Registration of SOS International School of Cambodia Career Category: Consultancies Location:Phnom Penh Summary Objective of the Assignment The objective of this consultancy is to support SOS Childrens Villages of Cambodia in completing all technical and administrative requirements necessary to obtain approval from the Ministry of Education, Youth and Sport (MoEYS) for: Amending the existing school license to reflect the new name, SOS International School of Cambodia. Expanding the schools educational services to include Kindergarten and Primary Education while maintaining existing lower and upper secondary programs. Ensuring that all documentation, infrastructure, staffing, and operational requirements comply with MoEYS regulations for private education institutions. Supporting SOS Childrens Villages Cambodia in obtaining one official license from MoEYS covering Kindergarten to Grade 12. Scope of work The consultant will work closely with SOS Childrens Villages of Cambodia management and relevant school leadership to undertake the following tasks: 1. Review of existing documentation 2. Preparation of official documentation 3. Development of the school expansion proposal 4. Infrastructure and compliance review 5. Coordination with Authorities 6. Inception report and work plan outlining methodology and timeline. 2. Draft official request letter for school name change and expansion of grade levels. 3. School Expansion Proposal (KindergartenGrade 12). 4. Complete documentation package ready for submission to MoEYS and PDoEYS. 5. Technical support during the review process until submission is completed. 6. Final consultancy report summarizing the process and recommendations. The final expected outcome is that SOS Childrens Villages Cambodia receives an official school license from MoEYS under the name SOS International School, authorizing operation from Kindergarten to Grade 12. Eligibility Advanced degree in education, education management, public administration, law, or related fields. Demonstrated experience in the education sector regulatory processes in Cambodia. Proven experience working with MoEYS or Provincial Departments of Education on school registration or licensing. Strong knowledge of private school regulatory requirements in Cambodia. Excellent analytical, writing, and communication skills in English and Khmer.
