The Ministry Of Trade, Industry And Fisheries Is Responsible For The Grant Scheme Grants For Entrepreneurship-Promoting Activities For Young People (Hereafter Referred To As The Grant Scheme). The Scheme Was Established In 2024 And Is Financed From The State Budget Under Chapter 900 Item 73. Since 2025, The Grant Scheme Has Been Managed By The Norwegian Directorate Of Education. Todays Youth1 Are Important Actors For The Development Of The Business World Of The Future. The Ministry Wants To Make Young People Aware That Entrepreneurship And Innovation Are Relevant Forms Of Work Regardless Of Career Choice. Through The Grant Scheme Grants For Entrepreneurship-Promoting Activities For Young People, The Ministry Wants To Help Ensure That Young People During Upper Secondary Education Can Participate In Activities That Strengthen Their Interest In And Knowledge Of Entrepreneurship. The Scheme Must Provide Room To Offer Students Their Own Activities Adapted To The Regions Educational Offer And Business Life. 2 The Purpose Of The Procurement Is To Give The Ministry A Better Basis For Assessing The Effects Of The Grant Scheme. The Ministry Has Previously Had Schemes With The Aim Of Strengthening Young Peoples Interest In Entrepreneurship And Innovation. It Is Therefore Desirable That The Evaluation Should Also Provide An Assessment Of The Structure Of The Grant Scheme, And Whether There Are Any Other Structures That Could Influence The Effect. The Evaluation Must Result In A Written Report Which Includes A Concise Summary Of Findings And Recommendations And Which Is Handed Over To The Ministry Of Trade And Fisheries At The End Of The Assignment. The Report Should Contain Clear Analyzes Of The Effect Of The Subsidy Scheme And Recommendations On Any Changes And/Or Measures That Are Considered Appropriate To Strengthen The Achievement Of The Objectives Of The Subsidy Scheme. It Is Desirable That The Evaluation Assesses The Schemes Effect Against The Schemes Costs. Final Delivery Deadline For The Agreement Is 10 December 2026.
