Expression of Interest for Construction Materials in Rwanda Location: Kigali Deadline: Friday, 03/07/2026 23:59 EXPRESSION OF INTEREST (EOI) INVITATION FOR PRE-QUALIFICATION OF SUPPLIERS FOR CONSTRUCTION MATERIALS IN RWANDA Reference No: 002/EOI/2026 Issue Date: 12/06/2026 Submission Deadline: 03/07/2026 1. Background Fika (Formerly Bridges to Prosperity) is a non-profit organization that has been operating in Rwanda for the past 11 years, implementing rural infrastructure projects across Rwanda, including the construction of pedestrian trail bridges as well as stone arch bridges that improve access to schools, health facilities, markets, and economic opportunities as well as Stone arch brides. Since commencing operations in Rwanda, Fika has successfully constructed more than 260 pedestrian trail bridges and stone arch bridges across the country. Through these projects, Fika has collaborated with a diverse range of construction material suppliers, transporters, and service providers to support project implementation in all the districts across Rwanda. 2. Purpose of this Expression of Interest (EOI) The purpose of this EOI is to identify, evaluate, and establish a broad pool of capable suppliers who can support the implementation of bridge construction projects in districts where Fika is currently operating and in locations where future projects may be implemented. Pre-qualified suppliers will be included in Fikas supplier database and may be invited to participate in future procurement opportunities, subject to fikas project requirements and procurement procedures. To support the successful implementation of these projects in all districts of Rwanda, Fika invites local qualified and experienced suppliers to submit Expressions of Interest for the supply of the following construction materials and related services across all the districts in Rwanda. 3. Categories for pre-qualification Trees (different Sizes) Timbers (Different Sizes) Cement (Cimerwa brand) River Sand Stones/Hardcore (Small and Big size) Aggregate (Hand & Machine Crushed) Murram Interested suppliers may apply for one or more of the above categories and Suppliers are encouraged to indicate all districts where they can supply materials. This exercise aims to establish and update a database of pre-qualified suppliers who may be invited to participate in future procurement opportunities. Please note that Submission of an Expression of Interest does not constitute a guarantee of business engagement. 4. Eligibility Requirements A) Interested suppliers shall submit the following administrative documents: Company Profile Including: Company background, Physical address, Contact Person, Telephone numbers, Email addresses, District(s) of operation and Number of years in business) Valid Certificate of Registration issued by RDB Tax Identification Number (TIN) Valid Tax Clearance Certificate B. Experience Provide evidence of supplying similar materials within the last two years At least two references from previous clients. This should be either; Copies of contracts, purchase orders, or completion certificates (where available) C. Banking Information Bank name Account name & Account number Promissory note from your bank Indicating that they can give you a credit facility of at least 10Million 5. Evaluation Criteria Applications will be evaluated based on: Criteria Weight Administrative & Legal compliance20% Relevant experience 40% Financial stability 40% Only suppliers meeting the minimum qualification requirements will be included in the pre-qualified supplier database. 6. District Coverage Applicants should clearly indicate the district(s) where they operate and can reliably supply materials, and Preference will be given to suppliers located close to project implementation sites to improve delivery efficiency and reduce transportation costs. 7. Important Notice Fika reserves the right to: Accept or reject any application. Request additional information. Conduct site visits and verification exercises. Not award any contract because of this EOI. No reimbursement shall be made for costs incurred in preparing or submitting applications and We encourage applications from suppliers across all districts of Rwanda, including women-owned, youth-owned, and locally based enterprises.
