Tenders are invited for Supply of Agricultural Seeds, Fertilizers, And Chemicals Location: Kigali Deadline: Thursday, 18/06/2026 10:00 TENDER NOTICE FOR SUPPLY OF AGRICULTURAL SEEDS, FERTILIZERS, AND CHEMICALS World relief is an international non-government organization whose mission is to boldly engage the worlds greatest crises in partnership with the church. World Relief Rwanda (WRR) invites sealed bids from eligible and qualified suppliers for the supply and delivery of agricultural inputs under the Powering Rural Youth Project implemented across 20 districts of Rwanda. 1. Background World Relief Rwanda is implementing agricultural livelihood activities aimed at improving productivity and food security among farming households. To support these activities, WRR seeks to procure certified seeds and fertilizers for distribution to project beneficiaries. 2. Scope of Supply Interested bidders are invited to submit bids for the supply and delivery of the following agricultural inputs: Lot 1: Certified Seeds Item Quantity Irish Potato Seeds (Kirundo/Kinigi) 27,725 Kg Carrot Seeds (Nantes Holland/Orion/Serena) 48.66 Kg Fresh Bean Seeds (Star F1/Vanilla F1) 452.4 Kg Tomato Seeds (Hybrids/BawitoF1/Gamhar lz F1/Captain/Benue lz F1) 0.726 Kg Amaranth Seeds (Amaranthus Dobius) 3.4 Kg Garlic Seeds 60 Kg Cabbage Seeds (Seminis/Pruktor F1/Zawadi F1) 7.56 Kg Onion Seeds (Neptune F1/Russet) 25.14Kg Eggplant Seeds (Djamba F1) 2.076Kg Green Pepper Seeds (Belle F1 Green) 2.814 Kg Courgette/Pumpkin Seeds (Gladiator F1) 0.6 Kg Lot 2: Fertilizers Item Quantity NPK-Tweze 3,599 Kg DAP 4,067 Kg Urea 7,190 Kg CAN 7,260 Kg Organic Manure (Fully Composted) 709,300 Kg Foliar Fertilizer 67.93 Liters Lot 3: Fertilizers Item Quantity Profenofos + Cypermethrin (Rocket) 120 Bottles of 100ml Lambda-cyhalothrin (Lambdex) 92 Bottles of 100ml Alpha-cypermethrin 19 Bottles of 100ml Emamectin benzoate 54 Bottles of 100ml Cypermethrin Cypermethrin (5%) per L 3 Bottles of 1 L Mancozeb (Dethane) Mancozeb (80%) per Kg 146 Packs of 1 Kg Ridomil Gold 59 Packs of 1 Kg Copper oxychloride 76.2 kg 162 packs of 100g 60 packs of 1 Kg Metalaxyl + Mancozeb 100g 2 packs of 100g 3. Eligibility Requirements Interested bidders must meet the following requirements: Valid Company Registration Certificate. Valid Tax Clearance Certificate issued by Rwanda Revenue Authority (RRA). Valid Social Security Clearance Certificate (RSSB). Proof of previous experience in supplying agricultural inputs. At least three (3) references from reputable organizations. Proof of financial capacity to execute the contract. Mandatory: Suppliers of seeds, and agri-chemicals must possess a valid certification and authorization issued by the Rwanda Agriculture and Animal Resources Development Board (RAB). Fertilizer suppliers must demonstrate compliance with applicable Rwanda agricultural input regulations and quality standards. 4. Evaluation Criteria Bids will be evaluated using the following criteria: Preliminary Evaluation (Pass/Fail) Submission of all mandatory administrative documents. Valid RAB certification for seed suppliers. Compliance with technical specifications. Technical Evaluation 70% Compliance with required varieties and specifications. Supplier experience and past performance. Delivery capacity and availability of stock. Quality assurance measures. Financial Evaluation 30% Competitiveness and completeness of the financial proposal. 5. Submission Requirements Bidders shall submit: Technical Proposal. Financial Proposal. Company Profile. Copy of Company Registration Certificate. Tax Clearance Certificate. RSSB Clearance Certificate. Valid RAB Certification. Evidence of similar assignments completed. At least three client references. 6. Delivery Location and Timeline The supplies shall be delivered to different sites located in various sectors located in 20 districts of PRY Project interventions according to World Relief Rwanda designed plan of the agricultural season C 2026. Submission of Bids All bids must be submitted in sealed envelopes clearly marked: tender notice for supply of agricultural seeds, fertilizers, and chemicals Bids shall be delivered to: World Relief Rwanda Head Office Kacyiru, Kigali Rwanda No later than: June 18, 2026 at 10:00 AM Kigali Time. Late submissions shall not be accepted. Bid opening shall take place immediately after the submission deadline in the presence of bidders or their representatives who choose to attend.
