The Object Of The Procurement Is Round-The-Clock Service Housing For The Elderly In The North Karelia Welfare Area. 24-Hour Service Housing Refers To Social Service According To § 21 C Of The Social Care Act (1301/2014), Where The Service Provider Arranges For The Social Care Customer An Apartment That Meets His Needs In A Barrier-Free And Safe Housing Unit Offering Communal Activities, And The Care And Attention He Needs Without Delay And Regardless Of The Time Of Day. Round-The-Clock Housing Is Arranged For A Person Who Needs It On The Basis That His Functional Capacity Has Decreased And His Need For Treatment And Care Has Increased Due To Old Age, Illness, Disability Or Another Similar Reason. The Service Is Mainly Intended For Elderly People, But The Customers Service Needs May Vary, And The Service Is Not Limited To Customers Defined By Age Alone. Round-The-Clock Housing Is Arranged According To The Persons Needs, Long-Term Or Short-Term. Short-Term Housing Can Be Temporary Or Regularly Recurring. Round-The-Clock Serviced Housing Includes Care And Concern Independent Of The Time Of Day According To The Individual Needs Of The Person, Activities That Maintain And Promote Functional Capacity, Meals, Clothing Care, Cleaning, And Activities That Promote Inclusion And Social Interaction. 24-Hour Service Housing Must Be Implemented In Such A Way That The Persons Privacy Is Respected And Their Participation Is Supported. In Addition, It Must Be Ensured That The Person Has The Opportunity To Get The Medical Rehabilitation And Other Health Care Services They Need. 24-Hour Serviced Housing Is Arranged For A Person Who Needs Continuous Care And Attention Every Day, Regardless Of The Time Of Day, Or Demanding Professional Care, Which Cannot Be Arranged As Home Care, Relative Care, Family Care Or In Any Other Way Or In The Customers Interest. 24-Hour Service Housing Is Arranged According To The Needs Of The Person, Long-Term Or Short-Term. Short-Term Service Housing Can Be Temporary Or Regularly Recurring. The Bidder Must Submit An Offer Separately For Each Housing Unit He/She Offers In Such A Way That: 1) Each Housing Unit Is Provided With Its Own Bid Form / Own Bid In The System 2) The Bid Includes All Information About That Unit (E.G. Unit Name, Location, Capacity, Prices And Other Required Information) 3) Combining Several Units In The Same Bid Is Not Allowed The Bidder Can Therefore Submit A Bid For One Or More Housing Units, But Each Unit Is Processed In Comparison As A Separate Offer. The Contract Period Is Valid Until 1 October 2026. The Subscriber Does Not Commit To Quantity Purchases. Services Are Purchased As Needed To Supplement Own Service Production. The Criteria For The Procurement Object Are Defined In More Detail In The Request For Tenders And In Its Appendices.
