Financial Capacity Each bidder must demonstrate access to sufficient financial resources equivalent to at least: EUR 7 million Average Annual Turnover Each bidder must demonstrate an average annual turnover of at least: EUR 20 million The average annual turnover shall be calculated from certified turnover figures for the years 20232025. For newly established companies, the average will be calculated based on the years of operation. General Experience Experience during the last ten years (20162025) in: Gas pipeline construction; Compression stations; LPG or LNG plants; Gas supply systems for power plants; High-pressure steam boiler construction; Hydrocarbon facilities including storage tanks 5,000 m³; Roads and utility infrastructure works (VRD). Specific Experience The bidder must demonstrate successful completion of at least one gas pipeline construction project during the last ten years (20162025). The Central Directorate for Gas Production and Transportation / Gas Equipment Directorate invites sealed bids from eligible and qualified bidders for the study, supply, and construction of the MouroujZribaMsaken gas pipelines and associated facilities. The tender is divided into two lots. Eligibility Requirements Participation is open to companies engaged in: Gas pipeline construction; Compression station construction; LPG or LNG plant construction; Gas supply infrastructure for power plants; High-pressure steam boiler construction; Hydrocarbon facilities including storage tanks 5,000 m³; Roads and utility infrastructure works (VRD). Bidders must hold a valid latest-version ISO 9001 certification as of the bid submission deadline and demonstrate sufficient technical, financial, and project experience. Joint Ventures If the bidder is a Joint Venture (JV) of two or more companies: Members shall be jointly and severally liable to the Employer. A JV agreement signed by all members must be submitted. Responsibilities of each member must be clearly defined according to the price schedules. One member shall be designated as the lead partner and sole representative before STEG. A JV member may not participate in another JV or submit an individual bid. Any discounts offered by bidders must be indicated in the Bid Form. Procurement Procedure The procurement procedure will be conducted through International Competitive Bidding (ICB) in accordance with the IsDB Guidelines for Design, Supply and Installation Contracts (Single-Stage Bidding), November 2018. The bidding process is open to bidders from eligible countries as defined in the IsDB Guidelines. Interested bidders are advised to review Clauses 1.18 to 1.21 of the Guidelines concerning IsDB conflict-of-interest rules.
