Background And Description Of The Procurement The Procurement Is Related To The Pori Offshore Wind Center Project Implemented By The City Of Pori, Which Is Funded By The Jtf (Just Transition Fund). The City Of Pori Is Building An International Offshore Wind Power Operation And Competence Center In Mäntyluotoo, Pori, In Cooperation With Leading Companies In The Field, With The Aim Of Having A Significant Role In Offshore Wind Projects In The Gulf Of Pohjan. The Mäntyluoto Harbor Area Offers An Excellent Framework For Land And Sea Operations Of Wind Turbines In Terms Of Infrastructure And Logistical Location. The Expert Service To Be Procured Is Related To The Implementation Of The Next Phase Of The Pori Merituulikeskus Ecosystem And Development Project For The Period 5 June 2026–31 March 2027. The Goal Of The Procurement Is To Ensure The Continuity Of The Merituulikeskus Project, Deepen The Functioning Of The Ecosystem, And Support Poris Positioning Nationally And Internationally As A Significant Development Platform For The Offshore Wind Industry, Port Development And Offshore Business. The Client Requires That The Provider Nominates A Responsible Expert For The Assignment, Who Is Responsible For The Overall Coordination Of The Work, Stakeholder Cooperation, The Progress Of The Agreed Measures And The Reporting To Be Produced For The Client. 2. Key Deliverables During The Assignment, The Expert Service Must Produce Or Coordinate At Least The Following Entities: • Updated Action Plan And Schedule For The Period 5 June 2026–31 March 2027 • Progress Plan For Stakeholder And Ecosystem Work • Preparation And Summary Materials For Steering Groups, Workshops And Key Stakeholder Meetings • Compilation Of Follow-Up Actions For The Development Of The Port And Dock Area • Plan For Merituulikeskus About Continuation After The Ongoing Project• Content-Related Main Messages Of Communication And Effectiveness• Monthly Or Otherwise Agreed With The Client Progress Reporting• End-Stage Summary Of The Projects Results, Follow-Up Actions And Recommendations4. Estimated Price Of The Procurement The Estimated Value Of The Expert Service To Be Procured Exceeds The National Threshold Value Of The Procurement Act And Is A Maximum Of 120,000 Euros. 5.
