Request for proposals for Pre-Feasibility Study for Landfill Gas Recovery and Utilization at Nduba Landfill, Kigali, Rwanda Pre-Feasibility Study for Landfill Gas Recovery and Utilization at Nduba Landfill, Kigali, Rwanda Title : Pre-Feasibility Study for Landfill Gas Recovery and Utilization at Nduba Landfill, Kigali, Rwanda Reference : 100015825 Process : RFP Description : GGGI Rwanda is inviting eligible consulting firms or a consortium of firms to submit their proposals for the following scope of work: PROJECT BACKGROUND: In 2023, the Government of Rwanda established the National Carbon Market Framework as a key milestone toward enabling participation in international carbon markets and aligning with Article 6 of the Paris Agreement (PA). While the framework represents significant progress, its full operationalization is still underway due to several implementation challenges. To address these challenges and accelerate implementation, the Global Green Growth Institute (GGGI) has launched the project Rwanda Article 6 Readiness and Carbon Market Framework Operationalization under its Carbon Transaction Facility (CTF). The project aims to support the operationalization of the national framework through targeted interventions, including capacity building, strengthening of governance systems, and development of a robust pipeline of mitigation activities. Through these interventions, the project seeks to enable Rwanda to effectively participate in Article 6 carbon markets, generate and transact high-quality carbon credits, and mobilize carbon finance to support achievement of its Nationally Determined Contribution (NDC) targets. As part of efforts to develop a strong mitigation pipeline, GGGI plans to undertake pre-feasibility assessments of selected mitigation activities with high potential for carbon market implementation but facing data and information gaps. In this context, landfill gas (LFG) recovery and utilization has been identified as a promising opportunity in the Rwanda NDC 3.0 given its significant greenhouse gas (GHG) emission reduction potential from solid waste disposals (dumpsite and landfills), renewable energy generation potential, and eligibility under international carbon standards and mechanisms. Waste generation in Rwanda is increasing due to rapid urbanization and population growth, particularly in the City of Kigali. A 2020 study on municipal solid waste (MSW) management in Kigali estimated that 5060% of waste generated in the city is collected and transported to the semi-controlled Nduba dumpsite, the City of Kigalis only disposal site located approximately 10 km away from the city. The site has accumulated an estimated 1.5 million tons of waste since its establishment in 2012. The study further indicates that environmental protection measures are limited, with no landfill gas management system in place and inadequate leachate control. With ongoing government efforts for improving waste management services, waste quantities sent to the site are projected to increase from approximately 650 tons per day (tpd) to about 990 tpd by 2035. A comprehensive study on the characteristics of waste collected and transported to Nduba, indicates that approximately 80% of the waste is organic, mainly consisting of food and garden waste. The remaining 20% comprises non biodegradable materials, including plastics, wood, paper, metals, glass and inert materials. Landfill sites are well-recognized sources of methane emissions, a potent greenhouse gas. According to Rwandas NDC 3.0, solid waste disposal accounted for 7% of total national emissions in 2015 and is projected to increase to 9% by 2035 under the business-as-usual (BAU) scenario. Among identified mitigation measures in the waste sector, landfill gas recovery and utilization present the highest potential, contributing 57% of the sectors total emission reduction potential, equivalent to approximately 1 million tCOe in 2035. This represents about 7% of the countrys total projected emissions reduction potential for 2035. Capturing and utilizing landfill gas therefore represents an important mitigation option that can simultaneously contribute to climate change mitigation, renewable energy production, and improved waste management practices. However, the technical, environmental, financial, and institutional viability of such interventions must be carefully assessed to determine their bankability and suitability for carbon market participation. Against this background, there is a need to conduct a structured pre-feasibility study to assess the potential for landfill gas capture and utilization at the Nduba site. The study will examine possible utilization pathways, including electricity generation and upgrading of biogas to compressed natural gas (CNG) for transport applications. In addition, the assignment will assess the eligibility of the proposed intervention for carbon finance. This includes a review of applicable methodologies, estimation of greenhouse gas emission reduction potential, and identification of Monitoring, Reporting and Verification (MRV) requirements. The findings of this study will contribute to strengthening Rwandas carbon market pipeline by identifying a potential mitigation activity that can be further developed into a bankable carbon asset, thereby supporting national climate objectives and enhancing engagement in international carbon markets. The objective of this assignment is to deliver a pre-feasibility study that meets international standards and is suitable for investment decision-making and carbon market participation.
