Tenders are invited for Campaign for the Promotion of PMRS Shubbak Al-Shabab Hotline and Mostashari App MARKAZ Project The Palestinian Medical Relief Society (PMRS) is implementing the MARKAZ project in partnership with Oxfam and funded by the Belgian Government through ENABEL the Belgian Agency for International Development. The project aims to improve access to Sexual and Reproductive Health (SRH) and Gender-Based Violence (GBV) services, particularly for adolescents and youth in the West Bank and East Jerusalem. Access to reliable, confidential health information remains a significant challenge for young people across the West Bank and East Jerusalem. Adolescents and youth particularly girls and young women face structural barriers to accessing SRH and GBV services, including stigma, limited service availability, and restricted mobility. In this context, the availability of digital and remote health support tools has become increasingly relevant as a means of reaching underserved populations while preserving confidentiality and reducing barriers to help-seeking Within this framework, PMRS operates the Shubbak Al-Shabab Hotline and the Mostashari App, two complementary digital platforms designed to provide confidential, accessible health information, psychosocial support, and service referralsincluding linkage to PMRS health centers. Both platforms are youth-friendly and developed in response to the specific communication preferences, privacy needs, and service access barriers experienced by young people in the Palestinian context. Despite the availability of these platforms, awareness among target populations remains limited. A specialized and targeted marketing campaign is therefore needed to increase visibility, build trust in the platforms, and enhance their uptake and utilization among youth across the West Bank and East Jerusalem. Brief Description of the MARKAZ Project The MARKAZ project is implemented by PMRS in partnership with Oxfam and funded by ENABEL. The project focuses on improving equitable access to integrated Sexual and Reproductive Health (SRH) and Gender-Based Violence (GBV) services for adolescents and youth in the West Bank and East Jerusalem. The project works through a combination of direct service delivery, digital outreach, and capacity building for community-based health actors MARKAZ supports the operation and promotion of the Shubbak Al-Shabab Hotline and the Mostashari App as key service access points. The project also works to strengthen referral pathways between digital platforms and PMRS health centers, ensuring continuity of care for young people seeking SRH and GBV-related support.
