Donor: This project is funded by the Agence Française de Développement (AFD) and managed by NDC. Contract Period: June. 2026 May. 2027. Project locations: § Hebron Yatta; Hebron Old City; ElFawar Camp (Al-Fawwar); ElThaheria (Adh-Dhahiriya). § Jenin: East Neighborhood (Jenin East); Broukeen (Bruqeen); Kofor Dan (Kafr Dan); Kharouba § Nablus: Nablus Old City; Askar Camp 1 & 2; Balata Camp; Kofor Kalel (Kafr Qalil); Erak Boureen (Iraq Burin) § Ramallah: Jalazoun Camp (Al-Jalazone); Amarei Camp (Amari); Kofor Nema (Kafr Nima); Silwad Village Background The project Strengthen Local CSOs to Provide Protection Services to Women and GBV Survivors in Palestine aims to improve the well-being, protection, and resilience of vulnerable women and survivors of gender-based violence (GBV) across four governorates in the West Bank through a comprehensive, community-based approach grounded in human rights and womens empowerment. The project seeks to expand access to accessible, culturally responsive, and sustainable protection and support services, particularly for women and girls living in rural villages and refugee camps where essential services remain limited. In parallel, the project aims to strengthen the institutional and operational capacity of PWWSD as a local civil society organization (CSO), enabling it to deliver effective, coordinated, and multi-sectoral interventions and sustain community-based support mechanisms beyond the projects duration. Through the provision of integrated psychosocial, legal, health, and advocacy services, the project will address immediate protection needs while promoting community awareness, social resilience, and the long-term safety and empowerment of women and girls. About PWWSD The Palestinian Working Women Society for Development (PWWSD) is a feminist, non-governmental organization that seeks to achieve gender equality and combat all forms of discrimination and gender-based violence. PWWSD is committed to facilitating womens access to justice and contributing to the development process through providing psychological, social, and legal support to women. The organization works to empower women, encouraging their participation in the political, economic, and social fields, as well as their role in the national struggle to end the occupation. PWWSDs mission is deeply rooted in promoting the rights and well-being of women and girls in Palestine, especially those in conflict-affected areas. Overall Objective: To strengthen the capacities of psychosocial counselors and enhance the quality of MHPSS services, with a focus on managing complex cases, reducing work-related stress, and improving individual and group counseling skills. Key responsibilities: Needs Assessment and Planning: · Design and conduct a needs assessment session for counselors to identify capacity gaps. · Develop pre- and post-assessment tools to measure knowledge and skills. · Analyze assessment results and use findings to develop a tailored supervision and training plan. Supervision and Technical Support: Provide regular supervision sessions to address professional challenges. Review and discuss complex individual cases requiring advanced psychosocial interventions. Strengthen counselors capacity in: · Lead group supervision sessions adopting oriented discussion and share experience. · provide self-care sessions for counselors to support their wellbeing. Guide counselors on appropriate referral pathways and decision-making. · Cognitive Behavioral Therapy (CBT) techniques. · Brief, case-focused counseling approaches. · Trauma-informed care. Monitoring and Reporting: Prepare periodic progress reports. Develop a comprehensive final report including: o Beneficiary quotes. o Analysis, lessons learned, and recommendations. Expected Deliverables: Needs assessment report. Supervision and training plan. Pre- and post-assessment tools with analysis. Periodic reports. Final comprehensive report. Support the team in responding to context-related challenges (violence, movement restrictions, trauma) while ensuring safe service delivery in line with the Do No Harm principle. Promote staff wellbeing and resilience, and mitigate risks of burnout associated with handling sensitive and complex cases. Reduce risks associated with case handling and ensure safe, ethical, and professional responses at all times. Deliverables Develop a monthly/periodic supervision plan outlining schedules and supervision sessions. Submit regular supervision reports highlighting progress, challenges, and technical recommendations. Document individual and group supervision sessions while ensuring confidentiality. Qualifications · Masters degree in Psychology, Counseling, Social Work, or a related field. · Minimum 57 years of professional experience in MHPSS, including proven experience in clinical/professional supervision. · Demonstrated experience in MHPSS · Advanced knowledge of case management systems and relevant international standards (e.g., IASC Guidelines). · Strong skills in facilitation, supervision, capacity building, and effective communication. · Proven ability to handle sensitive issues with a high level of professionalism and confidentiality. · Previous experience working with NGOs or internationally funded projects is an asset. Contract Duration: · Duration: June, 2026 May, 2027 · Total Consultancy Hours: 40 hours during the project period Application requirements: Updated CV Cover letter highlighting relevant experience and motivation. · Financial offer in USD, working Hour, inclusive of income tax.
