Russias War Of Aggression Against Ukraine Starting In February 2022 Caused A Fundamental Change In The Security Environment. Since The Same Time Period, There Has Been An Increase In Serious Acts Of Vandalism Towards The Critical Infrastructure Of The Member States Of The European Union (Including Norway), E.G. Cutting Submarine Cables And Pipelines, Vandalism Of Freight Traffic, Arson Of Industrial And/Or Commercial Buildings, Acts Of Damage To Rail Transport, Break-Ins In The Areas Of Water Utilities, Data Breaches And Denial-Of-Service Attacks On Public Authorities And Servers, Including Vague Drone Flights Over Critical Infrastructure Areas. The Change Has Intensified The Threat Climate And Forces Special Preparation. Due To This Change In The Security Environment And Climate, The City Of Oulu Tightens The Processing And Sharing Of Security, Preparedness And Maintenance Security-Sensitive Information In Its Acquisitions In Order To Protect The Safety Of The Population And The National Critical Infrastructure Owned And Controlled By The Municipality That Guarantees The Safety Of The Population. This Also Includes Physical Access To Critical Infrastructure. In Addition To Public Procurement, The Security Perspective Also Includes A Critical Review Of Real Estate Sales And Leasing And, If Necessary, Prevention, When It Comes To The Activities Of An Actor Whose Country Of Citizenship Has Declared Finland An Unfriendly Country, Or Who The Finnish Security Authorities Consider Capable Of Exercising Hostile Influence, In The Vicinity Of Critical Infrastructure. Structures), The Damage Or Destruction Of Which Would Endanger The Daily Life Safety And Security Of Supply For Approx. 220,000 Residents (Including Businesses). In The Event Of Damage, There May Be A Serious Threat To National Security Due To The Large Population And Geographical Focus. The Information Of The Above-Mentioned Critical Infrastructure Has Been Partially Removed And/Or Faded From The Internet And The Public For Security Reasons Already After The Start Of The Russian War Of Aggression In 2022. The Object Of The Procurement Is The Preparatory Construction Work Related To The Expansion Of The New Surface Water Plant To Be Built In Hinta. The Goal Of The Acquisition Is To Secure Oulu
