Preparation of Detailed Layout Plan on Area Delineated for New Town in Ise Igbogun, Ode Omi and its Environs. & Comprehensive Inventory of Schemed Areas within Badagry Corridor. Request for Expression of Interests 1.0 PREAMBLE I. In line with the Lagos State Government policy and core functions of the New Towns Development Authority (NTDA), physical development plans/local plans schemes or layout, should be reviewed at the interval of five (5) years. Since the completion of first review of Lekki Peninsula Scheme I Layout and Approval Order in 2018, the area has experienced continuous growth in land use patterns and infrastructure development, necessitating an update and review of the Approval Order to accommodate emerging realities and evolving development exigencies. The State therefore invites interested Consultants in the Built Environment, registered with the Town Planning Registration Council (TOPREC) to express interest in the proposed Assignment the Project. The successful Consultant would be required (amongst others) to Update Layout Plan and Review the Outdated Approval Order of Lekki Peninsula Scheme I. II. Further to Mr. Governors approval and completion of Preliminary Works towards the Development of a new town in Ise Igbogun, Ode Omi and its environs. The project area comprises six (6) segments resettlement scheme parcel F; state refinery; tank farm; smart city; private sector developers scheme, Ise Igbogun and private sector developers scheme, Ode Omi, with the proposed area for Development covering about 5093 hectares of Land. With a successful stakeholders meeting held to get the buy-in of the stakeholders and a subsequent removal of illegal developments in all the six (6) segments of the project area, it is expedient for the Authority to engage the services of reputable Town planning consultants to prepare detailed layout plan on the delineated area. III. The Lagos State Government has fifteen schemes within the Badagry corridor with many of the schemed areas been severely distorted and encroached upon by illegal developments. The area has also become susceptible to incessant unauthorised land sales by self-acclaimed land owners (omo oniles) among other anomalies affecting the land use and physical development of the area. The existing situation has prompted Lands Bureau and the Authority (NTDA) to consider carrying out a comprehensive inventory of the schemed areas. 2.0 SCOPE OF ASSIGNMENT A. PROPOSAL TO UPDATE LAYOUT PLAN AND REVIEW THE OUTDATED APPROVAL ORDER OF LEKKI PENINSULA SCHEME I. The successful consultants are expected to fully deliver the plan taking into consideration the scope of work as indicated below: (I) Inception Exercise & Mobilization. (II) Inventory Exercise and Data Collection. (III) Post Field Activities/Preparation of Draft Final Report. (IV) Preparation of final report and updated layout plan in ARC GIS format and Approval Order. (V) Stakeholders Consultation (VI) Removal of Shanties. B. PREPARATION OF DETAILED LAYOUT PLAN ON AREA DELINEATED FOR NEW TOWN IN ISE IGBOGUN, ODE OMIAND ITS ENVIRONS. The successful Consultants are expected to fully deliver the plan taking into consideration the scope of work as indicated below: i) identify suitable locations within the six (6) segments for the development of Site & Services Schemes and Private Sector Developers Programme (PSDP) Schemes. ii) identify the existing communities within each segment and determine the extent of their claimed area. iii) undertake the preparation of detailed layout plan for all the segments. C. COMPREHENSIVE INVENTORY OF SCHEMED AREAS WITHIN BADAGRY CORRIDOR To achieve the set objectives, there would be need to engage the services of a Town Planning Consulting Firms that would be expected to carry out the following tasks: i. Drone Imagery & Aerial Data Capture ii. Survey Activities iii. Data collection/inventory of land use iv. Stakeholders Meeting v. Continuous Monitoring Activities vi. Preparation of Technical and Activities Report 3.0 PRE-QUALIFICATION REQUIREMENTS The Expression of Interest must be submitted in the following order: a. A covering letter summarizing content of the Expression of Interest Documents; b. Company Profile; c. Certificate of Incorporation/Registration with Corporate Affairs Commission (CAC); d. Companys Audited Accounts for the years (2023; 2024 and 2025); e. The Firms general structure and detailed curriculum vitae profile/particulars of staff of the Firm or Consortium with areas of specialization; f. Evidence of similar experience in two (2) assignments in the past five years with evidence of Letters of Award and Certificate of Job Completion; g. Exact verifiable location and full address/contact; telephone numbers and Email address of the firm and authorized representative. h. In case of Joint Ventures, the company shall provide evidence of the joint ventures. i. Evidence of current registration as a Consultant with the Lagos State Government. 4.0 NOTE: i. EOI/Pre-qualification submissions should be very clear about the area(s) of competence and interest. ii. Submission must be in English language only indicating Submission of Expression of Interest for Proposal to Update Layout Plan and Review the Outdated Approval Order of Lekki Peninsula Scheme I or Preparation of Detailed Layout Plan on Area Delineated for New Town in Ise Igbogun, Ode Omi and Its Environs or Comprehensive Inventory of Schemed Areas Within Badagry Corridor. iii. Interested applicants must note that the New Towns Development Authority (NTDA) reserves the right to verify claims made in the Pre-qualification documents submitted by them. iv. The New Towns Development Authority (NTDA) shall deal directly with only the authorized officers of interested companies and not with their agents. v. This Request for Expression of Interest exercise shall not be construed as a commitment on the part of the New Towns Development Authority (NTDA) to award any contract. vi. The New Towns Development Authority (NTDA) will not be responsible for any cost or expenses incurred by any interested party(ies) in connection with response to this invitation. vii.
