Prequalifications are invited for Production of Laminated Identity Card for Poll Officials (APO I, APO II, APO III, SPO, SC COLL/OFF, OFF, R.A COLL. OFF, LGA COLL. OFF., STATE COLL. OFF. and STATE RET. O FF.) for the 2027 Presidential and National Assembly Elections ELIGIBILITY REQUIREMENTS: Firms interested in bidding for any of the Lots must possess the following eligibility requirements: i. Evidence of a Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Forms CAC1.1, CAC2 and CAC7; ii. Evidence of the Companys Income Tax Clearance Certificate for the last three (3) years (2023, 2024 and 2025) valid until 31st December 2026; iii. Evidence of a Pension Clearance Certificate, valid till 31st December 2026 (this requirement is only applicable to bidders whose number of staff is 15 and above); iv. Evidence of an Industrial Training Fund (ITF) Compliance Certificate, valid till 31st December 2026 (this requirement is only applicable to bidders whose number of staff is 5 or more, or whose annual turnover is N50m or more); v. Evidence of a current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate, valid till 31st December 2026. vi. Evidence of registration on the National Database of Contractors, Consultants and Services Providers by submission of an Interim Registration Report (IRR) expiring on 31st December 2026 or a valid Certificate issued by BPP. vii. Current sworn affidavit disclosing: a) That the company is not in receivership, insolvent, or bankrupt; b) That the Company does not have any Director who has ever been convicted in any court in Nigeria or any other country for a criminal offence relating to fraud or financial impropriety; c) Whether or not any officer of the Commission is a former or present Director, Shareholder, or has any pecuniary interest in the bidder. d) That all documents submitted for the bidding are true and correct in all particulars. viii. Companys audited accounts for the last three (3) years (2023, 2024 and 2025). ix. A reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide a credit facility for the execution of the project when needed; x. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years, including letters of award, valuation certificates, Job Completion Certificates and photographs of the projects xi. Companys Profile with the curriculum vitae of Key Staff to be deployed for the project, including copies of their academic/professional qualifications (COREN, QSRN, ARCON, CORBON etc.) for works xii. List of Plants/Equipment with proof of ownership/Lease Agreement for works. xiii. For Joint Venture/Partnership, a Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR Certificate & Sworn Affidavit are compulsory for each JV partner); xiv. All documents for submission must be transmitted with a letter of covering/forwarding letter on the Company/Firms Letter Head Paper covering among others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), contact address, telephone number (preferably GSM No.), and email address. The letterhead paper must bear the names and nationalities of the directors of the company at the bottom of the page, duly signed by the authorized officer of the firm. These documents are to be arranged in the order in which they are listed above. 4.0 NOTATION (i) The document should be arranged in the order listed at 3.0 above and clearly separated by dividers, with page numbers and a table of contents. (ii) Failure to submit all the general required documents stated above may lead to disqualification of the bids; (iii) Late submission of pre-qualification documents will not be entertained; (iv) No payment of a tender fee is required at this stage of submission of the Prequalification documents. (v) All CAC, PENCOM, ITF, NSITF, and Tax Clearance Certificates submitted may be referred to Security Agencies, Corporate Affairs Commission (CAC) the Nigeria Revenue Service (NRS), the Industrial Training Fund (ITF), the National Pension Commission, and other relevant bodies for verification; (vi) This notice shall not be a commitment on the part of the Independent National Electoral Commission to award any form of contract to any respondent, nor shall it entitle any company/Firm submitting documents to claim any indemnity from the Commission. (vii) Bidders cannot submit through Post (Courier Services); (viii) All participating companies are advised to submit active e-mail account(s) and GSM number(s) for communication purposes. (ix) The implementation of the advertised projects is subject to the availability of funds.
