Request for proposals for Pre-feasibility studies and investment model design for methane/organic waste valorization in Senegal Title : Pre-feasibility studies and investment model design for methane/organic waste valorization in Senegal Reference : 100015642 Process : RFP Description : GGGI Senegal Country Office is inviting eligible consulting firms or a consortium of firms to submit their proposals for the following scope of work: PROJECT BACKGROUND: Methane emissions from the waste sector are a major contributor to greenhouse gas (GHG) emissions globally, with particularly acute impacts in rapidly urbanizing countries like Cote dIvoire and Senegal. Methane emissions from the waste sector represent about 20% of all human-made emissions coming primarily from food and other organic matter decaying in landfills and open dumps, and from wastewater. In Senegal, according to the last biennial transparency reports-BTR 1 (2023) published in January 2025, solid waste disposal produces 809.2673 Gg of CO2e (62%), and wastewater treatment and discharge produces a total of 690.19 Gg of CO2e (37%) annually, mostly in the form of methane. In view of this significant proportion of methane emissions in waste sector, it is urgent to reinforce the implementation of methane mitigation practices. In addition, valorization of organic waste and/or methane can represent economic opportunities, including the creation of green jobs. Senegals upcoming Nationally Determined Contributions (NDCs), within the framework of the Paris Agreement, identified waste management as a priority sector with high potential for reducing GHGs. For the solid waste sector, Senegals emission reduction targets are set at 11% by 2030 and up to 65% if adequate external financing can be provided. And for liquid waste, the emission reduction goal is 11% for unconditional CDN and 45% with external financing. Senegal has demonstrated increasing interest in transitioning toward more sustainable waste management practices with great milestone in policies, but there remains a critical need for structured project pipelines, capacity enhancement, and investment mobilization to translate policy ambitions into concrete actions. To support this transition, GGGI is implementing an 18-month regional project funded by Korea Green New Deal Trust Fund (KGNDTF). The project Catalyzing Methane Capture and Circular Economy Solutions in Côte dIvoire and Senegal aims to identify, structure, and mobilize investment for methane capture and valorization projects in the waste sector. This includes the production of bioenergy, compost, or other products derived from the valorization of organic waste that can significantly reduce methane emissions. The project aims to: - Develop circular economic solutions integrating the valorization of municipal organic waste and/or sewage sludge, agricultural or agro-industrial waste. - Structure investment projects and mobilize innovative financing (climate finance, carbon finance, PPPs, ODA) to support the implementation and sustainability of the projects. - Promote social inclusion and gender equality, by integrating women, youth, and informal workers into waste value chains. Project Components Component 1: Comprehensive Prefeasibility Studies (PFS) Component 2: Investment model design Component 3: Investment mobilization and partnerships ASSIGNMENT OBJECTIVE: GGGI, in close collaboration with relevant stakeholders, has selected two projects: Capture and installation of a methanization unit at the Kaolack landfill and integrated waste recovery centre and Rehabilitation and construction of Bio-Digestive Wastewater Treatment Plant in Thies with integrated recovery equipment. The objective of this assignment is to conduct PFS on the valorisation of methane and organic waste, develop investment models and investment pitching documents for two projects. GGGI is seeking to contract a consulting firm (hereinafter referred to as Consultant) to provide such services.
