Announcement Description Plan International is a child rights, girls focused organisation working with communities in many countries to alleviate child poverty so that children can realise their full potential. Plan International Cambodia started its programme operations in Cambodia since 2002. Plan International Cambodia is currently operating its core programs namely: Healthy Start, Lifelong Learning, Protection Plus and Girls Leadership in Siem Reap, Ratanak Kiri, Stung Treng provinces and Phnom Penh capital. PIC partners with the governments line ministries, such as the Ministry of Education, Youth and Sport (MoEYS), the Ministry of Rural Development (MRD), the Ministry of Womens Affairs (MoWA), the Ministry of Health (MoH), the Ministry of Labour and Vocational Training (MoLVT) through DG-TVET, the Ministry of Interior (MoI) through the General Department of Identification (GDI) and General Department of Administration (GDA) the Council for Agriculture and Rural Development (CARD) and the Cambodia National Council for Children (CNCC), as well as the provincial administrations, provincial departments and district administrations in the three target provinces. Expected Outputs Request for Proposal (RFP) for Consultancy Service to Conduct Cambodia Situation Analysis and Horizon Scanning Career Category: Consultancies Location:Phnom Penh Summary Objectives of the Study Overall Objective The overall objective of the Situation Analysis is to provide a robust, evidence-based, and forward-looking analysis of the situation of children, adolescents and young people (024 years) in Cambodia with a particular focus on girls rights and gender equality to inform: Development of Plan International Cambodias next Country Strategy (FY28FY33). Strategic positioning, partnership choices, and operating model transformation. Specific Objectives The Situation Analysis and Horizon Scanning shall provide an overview of the current situation of children, adolescents and young people, and particularly girls, in Cambodia. More specifically it will: Analyse the realisation of childrens, adolescents and young peoples rights (024 years), with disaggregation by age, sex, geography and exclusion, identifying key gaps, inequalities, trends and risks. Identify and analyse priority childrens, adolescents and young peoples rights (024 years) and gender equality issues, including their immediate, underlying and structural causes, using cause-and-consequence (problem tree) analysis. Assess roles, responsibilities, capacities and power dynamics of key duty-bearers, influencers and stakeholders at national and sub-national levels. Examine social, political, economic, technological, environmental and legal factors influencing childrens, adolescents and young peoples rights (024 years), including climate change, disasters, conflict and digital transformation. Analyse trends in government and donor investments, funding priorities and implications for Plans strategic focus. Map the civil society landscape, with a focus on youth-led, women-led and local organisations, identifying opportunities for localisation and partnership. Integrate childrens and adolescents perspectives, ensuring meaningful, safe and inclusive participation of girls and boys, including those from marginalised groups.
