HEKS Tender Description The ACT Alliance Palestine Forum hereby invites qualified individual consultants or consultancy firms to submit proposals for conducting the Final External Evaluation of the ACT Emergency Response Appeal PSE231 in the Occupied Palestinian Territories (OPT). This joint humanitarian appeal, implemented by seven ACT Alliance members and their local partners, has delivered multi-sector emergency interventions across Gaza Strip, West Bank, and East Jerusalem from November 2023 to May 2026, focusing on lifesaving assistance, shelter, livelihoods, psychosocial support, health, education, advocacy, and community resilience. The purpose of this consultancy is to assess the overall performance, effectiveness, relevance, efficiency, accountability, protection, coordination, sustainability, and impact of the appeal, while generating practical lessons learned and recommendations for future ACT Alliance humanitarian responses. Scope of Work The selected evaluator/evaluation team will be expected to: · Develop an inception report and detailed evaluation methodology · Conduct document review, stakeholder consultations, and field data collection where feasible · Apply mixed-method evaluation tools in line with humanitarian evaluation standards · Submit draft and final evaluation reports · Facilitate a lessons learned workshop with ACT Alliance members · Present key findings and recommendations Assignment Duration The consultancy is expected to be carried out over 30 working days between May and August 2026. Indicative Budget The maximum available budget for this consultancy is USD 30,000 inclusive of all professional fees, travel, logistics, and related costs. Required Qualifications Interested applicants should demonstrate: · Minimum 7 years of proven evaluation experience · Strong experience in humanitarian and emergency response evaluations · Sound understanding of the Occupied Palestinian Territories context · Experience in mixed-method research, OECD-DAC, CHS, and humanitarian accountability standards · Fluency in Arabic and strong command of written/spoken English · Ability to access relevant project locations, subject to security conditions Application Requirements Applicants are requested to submit: · Cover letter · CV(s) of evaluator(s) · Technical proposal · Financial proposal · Two professional references · At least one sample of a similar previous evaluation report Submission Deadline Applications must be submitted no later than 10 May 2026 (COB Jerusalem Time) to: tender_me@HEKS-EPER.ORG For any clarifications, inquiries may be submitted to the same email address no later than 5 May 2026.
