Tenders are invited for Qualitative Baseline Study Consultancy Hagar Exists to End Trafficking, Slavery and Abuse by Supporting Survivors, Preventing Exploitation, and Pursuing Justice Summary Objective of Study To generate in-depth baseline qualitative information that will inform programme implementation and allow future comparison at midline and endline. Specific objectives Assess initial knowledge, attitudes, behaviours, norms, and capacities of each stakeholder group aligned with each Outcome Challenge. Understand barriers and enablers for childrens participation, safety, gender equality, SRHR, and access to services. Establish a behavioural baseline for all key Progress Markers. Identify contextual risks, conflict sensitivity issues, and power dynamics relevant to programme success. Help tailor the project to the real needs of the target population. The findings and recommendations from this study will serve as a reference for tailoring the project and will be retained to track changes in comparison with the midline and endline studies Scope of work Consultant/s will work in close coordination with Hagar M&E Manager and program team, following the scope of works as listed below: Consultant: HAGAR International Foundation Please click Attachement below for more information. Reporting and Timeline: The consultant will prepare and submit a written report to the Hagar Cambodia office. The first draft report, in English, must be submitted no later than 45 days after the agreement is signed. The final report, also in English, along with a short summary report (in both English and Khmer) and a clean, fully anonymized dataset, must be submitted to Hagar Cambodia no later than 90 days after the agreement is signed. Eligibility Masters degree in social science, development studies, or other related fields. At least 5 years experience in designing and conducting research or study/evaluation with quantitative and qualitative methods. Knowledge and skills in advanced statistical data analysis Knowledge and experience in applying the Outcome Mapping and Outcome Harvesting (OM/OH) in project management. Knowledge and experience with social work, Gender, Human Trafficking, gender-based violence, including domestic violence and sexual abuse. Knowledge of child rights, child participation, and child protection. Knowledge of the current community development concepts under the alignment with the governments strategy (NSDG and SDG) and the working approaches with the local authority. Excellent in the English language, especially in written reports. Submission Requirements Interested applicants must submit the documents required below: The consultants profile. Two samples of previous study/evaluation reports The baseline study proposal setting out the impact study approach (sampling framework, data collection strategy, methodologies, data analysis framework, etc.), as well as the detailed work plan for the baseline study, including timeline, data collection processes, deliverables, and proposed budget.
