Research And Development Services And Related Consultancy Services – Further Development Of The Eu Climate Protection Framework For The Period After 2030 And Implementation Of The Eu Climate Framework For The Period Up To 2030. The European Union Is A Central Actor In Global Climate Protection. By Agreeing On A Climate Target For 2040, The Eu Has Overcome An Important Hurdle In Further Shaping The Path To Climate Neutrality. Intensive Discussions About The Eu Climate Protection Framework To Implement This Goal Will Follow In The Coming Years. A Central Prerequisite For Achieving The New 2040 Climate Target Is The Implementation Of The Current Climate Protection Framework For 2030 - In Particular The So-Called Fit For 55 Package. The Upcoming Debates Come At A Time Of Great Uncertainty, Particularly With Regard To Geopolitics And Economic Challenges. The Development Of The New Eu Climate Protection Framework Should Take Place Against The Background Of A Thorough Understanding Of European Climate Policy And Its Effects On Germany And The Other Member States. The Planned Limited Use Of International Credits Represents A Regulatory Innovation In Which Past Mistakes Must Not Be Repeated. The Future Role Of National Goals In The Transport, Buildings And Land Use Sectors Is Currently Unclear. In Addition To Reducing Emissions, Technical And Natural Sinks Will Play An Important Role. All Of These Questions Will Play A Role In The Legislative Process, In Which The Federal Government Must Position Itself As Early As Possible. The Federal Ministry For The Environment, Climate Protection, Nature Conservation And Nuclear Safety (Bmukn) Is Responsible For Central Parts Of The Eu Climate Framework In The Federal Government. Both In The Development Of The 2040 Framework And In The Ongoing Implementation Of The 2030 Goal, The Bmukn Has Extensive And Sometimes Short-Term Research Needs. The Scientific Analyzes Are Intended To Contribute To The Discourse On Eu Climate Policy, Strengthen The Exchange Of Knowledge In The Area Of Climate Protection In The Eu And Advance The Transformation Towards A Climate-Neutral Economy In The Eu. Current And Sometimes Complex Data Sets Must Be Used And Legal, Political And Economic Contexts And Arguments Must Be Taken Into Account. This Is The Prerequisite For, Among Other Things, A Better Understanding Of The Interaction Of Climate Policy Instruments At Eu Level And For Identifying Any Gaps In European Climate Protection Policy. Specifically, This Concerns The Following Topics: • Implementation Of The Provisions On International Credits In The Eu Climate Act And Their Integration Into The Eu Climate Framework, • National Climate Protection Goals, Especially Within The Framework Of A Possible Further Development Of The Eu Climate Protection Regulation (Esr) And The Lulucf Regulation As Well As In Connection With The Governance Regulation, • Regulation For Natural And Technical Sinks, Among Other Things Within The Framework Of A Possible Further Development Of The Lulucf Regulation, • Design And Effects Of For Climate Protection Central European Energy Policy Strategies And Measures, •
