Expression of Interest for Engineering-Led Design, Build, Supervision And Compliance Services. ABOUT SPLASH Splash International is a global non-profit organization, delivering sustainable water, sanitation, and hygiene (WASH) solutions to children in urban schools across sub-Saharan Africa. Splash International is registered with the NGO Regulatory Authority (NGORA) and the Council for Non-Governmental Organisations in Malawi (CONGOMA). Splash will be working in partnership with the Ministry of Education, Science and Technology, among others, to deliver Project WISE Phase 11. Splash is initiating a pilot phase of school WASH infrastructure improvements in 18 schools, with prior to imminent scale-up, to all schools in Blantyre and Lilongwe cities, over the next five years.. 1. Assignment overview Splash invites qualified Engineering Consultancy Firms to submit Expressions of Interest for the delivery of school WASH infrastructure across selected pilot schools. The appointed firm will act as the lead technical partner, responsible for: . Site surveys and engineering design Preparation of drawings, specifications, and Bills of Quantities (BoQs) Procurement and management of construction contractors . Full-time supervision of construction works Quality assurance, compliance, and health & safety management Safe demolition of condemned infrastructure where required System commissioning and handover The delivery model is engineering-led design-build-supervise, with the Engineering Firm holding responsibility for end-to-end technical delivery. 2. Technical Approach (Indicative) Based on field assessments, the infrastructure approach prioritises: Mains water supply with elevated storage and chlorination Gravity-fed distribution networks (buried pipework) Durable, fixed handwashing and drinking water stations (concrete/tile) Low-water or waterless sanitation systems for leamers (e.g. VIP or equivalent) Waterborne sanitation retained for teachers where appropriate All designs must be site-specific, durable, and appropriate to low-maintenance environments. The proposed sanitation approach reflects current technical recommendations. However, firms must be capable of adapting designs in line with regulatory requirements, including potential integration of waterbome systems if mandated. 3.
