Tenders are invited for Consultancy Services for Conducting an Endline and Final Evaluation for the Project Building the Palestinian Agricultural Insurance Systems and Services Oxfam is looking for a Consultancy Firm/Consulting Team (hereinafter the consultant) to conduct an Endline and Final Evaluation for the project Building the Palestinian Agricultural Insurance Systems and Services. The consultant is expected to conduct rigorous assessments of the project to measure its progress toward achieving the desired outcomes, including the piloting phase of Agri-insurance system. The objective of this assignment is to engage a qualified Consultancy Firm/Consulting Team/Consultant to conduct a comprehensive endline assessment and final evaluation of the project Building the Palestinian Agricultural Insurance Systems and Services. Specifically, the consultant is expected to complete the following three outcomes: 1. Endline Assessment: Conduct an endline survey using the same methodology and tools as applied in the baseline assessment. This assessment will focus only on the approximately 210-250 farmers who participated in the agricultural insurance scheme (pilot) and will measure the reduction in the vulnerability of those targeted small-scale producers (SSPs) against production and market risks in the oPt (West Bank), using the specified tool. The tool captures key dimensions, including farmers level of preparedness for disasters and risks, access to financial products, and time to return to work after a disaster. 2. Final Evaluation: Conduct a comprehensive final evaluation of the project using the OECD-DAC evaluation criteria, assessing the projects relevance, effectiveness, efficiency, impact, and sustainability. The evaluation will also examine the coherence of the intervention, including its alignment with national policies, prior initiatives, and stakeholder expectations. 3. Case Study Development: Document the piloting phase of the agricultural insurance system (branded as Sindian) through a comprehensive standalone case study report. This separate document will assess the model design, capture lessons learned, best practices, challenges encountered, and recommendations for future scaling and replication. The final report should clearly present achievements against project targets and outcome indicators, compare endline findings with baseline data, and identify key enablers, challenges, and unintended effects observed during the project lifecycle. It should also assess the quality and inclusivity of stakeholder engagement and the contribution of the project to systemic and sustainable change. The results of this assignment will provide evidence-based insights for project stakeholders, support accountability to the donor, and inform the design and implementation of future agricultural insurance initiatives in Palestine.
