Expression of Interest for Lebanon Gas to Power Project - Tax Consultant The Government of Lebanon (GoL), through the Ministry of Energy and Water (MoEW), aims to develop an integrated gas-to-power project in partnership with the private sector in Deir Ammar, in the North of Lebanon (the Project). The International Finance Corporation (IFC) has been hired by MoEW to act as lead transaction advisor to assist in structuring and tendering the project. The Project consists of three interrelated components to be delivered through one or more public-private partnership (PPP) transactions: 1. Deployment of a Floating Storage and Regasification Unit (FSRU) to import, store, and regasify liquefied natural gas (LNG), and LNG supply; 2. Life extension and transition of the existing 465 MW Deir Ammar I combined-cycle power plant to operate on natural gas, including its transfer to a private operator; and 3. Development of a greenfield Deir Ammar II combined-cycle gas turbine (CCGT) plant. To support the Project, IFC intends to retain a tax advisor (the Consultant) with experience in advising on the Lebanese tax framework for energy and power projects.
