Tenders are invited for Consulting Services to Support Project Preparation and Early Implementation of the Uzbekistan Resilient Electricity Transmission Project Country: Republic of Uzbekistan Client: Joint-Stock Company National Electric Grid of Uzbekistan (NEGU) Project: Uzbekistan Resilient Electricity Transmission Project Grant No.: S1058A Contract/Assignment Title: Consulting Services to Support Project Preparation and Early Implementation of the Uzbekistan Resilient Electricity Transmission Project REOI Reference No: NEGUAIIB001 Date: 3 April 2026 1. The Government of the Republic of Uzbekistan has applied for financing from the Asian Infrastructure Investment Bank (AIIB or the Bank) toward the cost of the Uzbekistan Resilient Electricity Transmission Project and intends to apply part of the grant proceeds for consulting services. Joint-Stock Company National Electric Grid of Uzbekistan (NEGU) is responsible for the management and implementation of the Project. 2. The consulting services (the Services) include comprehensive support for project preparation and early implementation, covering technical, environmental, social, climate, economic, financial, and procurement aspects. The assignment includes preparation of the Project Concept (PC) and Project Appraisal Document (PAD); feasibility-level technical due diligence for 220 kV and 500 kV transmission lines and substations; preparation of EPC / Design-Buildoriented documentation, including Employers Requirements; preparation of environmental and social safeguard instruments in accordance with the AIIB Environmental and Social Framework (ESF); economic and financial analysis; climate risk and resilience assessment; and procurement-related advisory support. The estimated level of effort is approximately 47 professional staff-months, and the anticipated implementation period is twelve (12) months, with an expected start date in June 2026. The Joint-Stock Company National Electric Grid of Uzbekistan (NEGU) now invites eligible consulting firms (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: General Experience. The Consultant shall have at least ten (10) years of experience in the preparation of feasibility studies, project appraisal documents, and EPC / Design-Build contract documentation for public infrastructure projects. International/IFI Experience. The Consultant shall demonstrate experience in assignments financed by international financial institutions, such as AIIB, World Bank, Asian Development Bank, or similar organizations, with proven compliance with their operational policies, including environmental and social safeguards, procurement, and financial management frameworks. Project Track Record. The Consultant, either individually or as part of a joint venture or consortium, shall demonstrate experience in at least four (4) completed assignments of a similar nature (220 kV or above substations and/or transmission lines), and at least one assignment having a contract value of at least USD 1,000,000, within the last five (5) years. Technical and Engineering Expertise. The Consultant, either individually or through a Joint Venture or consortium, shall demonstrate experience in the preparation of EPC / Design-Build contract documentation for transmission lines and substations, including conceptual design, technical specifications and Employers Requirements. Environmental and Social Expertise. The Consultant or its proposed subconsultant, either individually or as part of a Joint Venture or consortium, shall demonstrate experience in preparing environmental and social impact assessments, environmental and social management plans, resettlement action plans, stakeholder engagement plans, and related safeguard instruments in accordance with IFI requirements. Key Experts will not be evaluated at the shortlisting stage. 5. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a subconsultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality- and Cost-Based Selection (QCBS) method (90:10), as set out in the PIR. 8.
