2.1Introduction Afsc Is Seeking A Qualified Contractor To Provide Construction Services For Afsc Branch Leasehold Improvements In Alberta. The Successful Vendor Will Be Required To Enter Into An Agreement With Afsc For The Duration Of The Deliverables With Further Options To Extend For Additional Project Needs. The Successful Vendor Shall Have The Capacity To Provide The Necessary Equipment And Labor For The Services Included In The Rfp And Can Meet The Requirements And Expected Levels Of Service To Project Completion.If At Any Time The Successful Vendors’ Work Is Deemed Unsafe, Afsc, At Its Sole Discretion, May Issue An Immediate “Stop Work” Order.For Oh&S Regulations In The Province Of Alberta, The Successful Vendor Will Be Considered The “Prime Contractor”.2.2Backgroundafsc Will Be Relocating One Or More Branch Locations In Central Alberta In 2026-2027. The First Planned Relocation Is In Camrose, Alberta. Afsc Is Relocating From The Camrose Agriculture Financial Services (Government Of Alberta) Building To A Private Lease Location In Camrose. The Main/Base Building Construction Is Complete, And Afsc Is Seeking A Vendor/ Prime Contractor To Complete The Leasehold Improvements (Shown In Appendix F) Required To Be Completed For Afsc To Occupy The Space And Conduct Business. Phase One: Relocate Camrose Office The New Space Will Require Turn-Key Leasehold Improvements, Afsc Will Provide All Furnishings And Some Previously Purchased Materials Listed In Appendix (F), However All Other Fixtures Including A Millwork Welcome Desk And Gate Are Included In The Contractor Scope. Previously Purchased Materials Include: Blinds, Bathroom Lighting, Metered Bathroom Faucets, Plumbing (Toilets, Sinks), Network Cabling, Ceiling Materials, Other Lighting, And Flooringa List With The Quantity Of The Materials That Have Already Been Purchased And Will Be Supplied By Afsc Will Be Provided At The Site Meeting.The Successful Vendor Will Be Expected To Pick Up These Materials At The Afsc Office In Lacombe And Transport To Camrose.The New Branch Space Will Include Twelve (12) Offices, A Welcome Area, A Print/Mail Area, A Staff Kitchen, A Small Meeting Room, And 3 Washrooms Of Which One Is Accessible. See Phase One Construction Plans Attached As Appendix (F). Pre-Bid Mandatory Meeting A Mandatory Site Visit Will Be Conducted Monday, April 13Th , 2026 At 9:30 Am. The Site Visit Will Take Place At: Units 101 And 1025403 48 Ave,Camrose, Alberta,T4v 0J6(Park In West Parking Lot Please)Vendors Must Pre-Register For The Site Visit By Sending An Email To Rfp@Afsc.Ca By April 12Th, 2026Include “Rfp 0732 Branch Construction/ Leasehold Improvements – Mandatory Site Visit” In The Subject Line Of Your Email. Please Include Names Of Anticipated Attendees.Vendors Are Expected To Bring Appropriate Personnel To The Site To Ensure Ability To Provide Accurate Pricing. Vendors Will Be Asked To Sign-In To Confirm Attendance At The Mandatory Site Visit.2.3Durationphase One Of This Project Is Required To Commence By April 27Th 2026, And Must Be Completed Prior To June 30, 2026. The Contract May Be Extended And/Or Amended To Accommodate For Subsequent Work And Additional Scope To Be Determined, For Phase Two, Which Would Include Additional Leasehold Improvement Related Projects Between 2026-2028. The Agreement Will Be Non-Exclusive. Construction/Performance Bonds May Be Requested For The Initial And Subsequent Projects. 2.4Deliverablesthe Camrose Leasehold Improvement Design And Construction Drawings Are Located In Appendix (F). Vendors Must Provide A Fixed Cost For The Construction Of The Camrose Turn-Key Leasehold Improvements With Confirmation Of Construction Timelines And Schedule. Specifications For Construction Are Included In The Provided Construction And Design Drawings, Afsc Finishing Standards Document, And The Scope Of This Rfp. A Fixed Cost Is Required For The Camrose Leasehold Improvement As Per Section 2.6.3.For Subsequent Projects The Successful Vendor May Be Required To Complete The Conceptual Design, Construction Drawings And Specifications And Complete The Construction To Turn-Key Ready. Afsc At Its Sole Discretion May Determine They Will Use An Alternate Vendor For One Or Both Design And/Or Build Construction. All Projects Related To Afsc Leasehold Improvements Require The Standard Afsc Finishes As Per Appendix (D). The Successful Vendor Will Be Required To Secure The Construction Areas Including Securing Material, Blocking Off Occupied Areas For Safety Reasons, Blocking Of Occupied Areas To Reduce Noise, Dust And Debris From Construction.2.5Specificationsall Construction Must Meet Or Exceed Alberta Building Code (Abc) And Alberta Infrastructure Technical Design Requirements, 2019 (Tdr). And Any Other Applicable Standards. All Required Building Permits Must Be Completed By The Successful Vendor.Specifications Include But Are Not Limited To The List Below And All Specifications As Outlined In The Attached Issued For Tender Drawings In Appendix (F):•All Work Required To Bring The Current Space To Completion Based On The Drawings Provided In Appendix (F) As A Turn-Key Space. The Contractor Will Be Required To Do Any Demolition If Needed.•All Work To Be Retrofitted Adequately To The Current Space To Ensure Proper Heating (Hvac), Mechanical And Electrical Requirements. •All Work Required To Create A Secure Entrance With Fob Access.•Mechanical Systems Shall Be In Accordance With Applicable Codes And Standards Including, But Not Limited To: Authorities Having Jurisdiction (Local Building Department Requirements, Local Fire Department Requirements, Local By-Laws). All Applicable National Authorities And All Applicable Alberta Authorities. •Mechanical Systems Shall Be Designed And Installed To Maximize Usable Space Within The Building While Maintaining Optimum Service Clearances For Maintenance And Repair.•All Equipment And Materials Shall Be Designed And Installed In A Neat And Orderly Fashion. In Finished Areas, All Mechanical Systems Shall Be Concealed.•Some Of The Structural Scope Of Work For This Project Consists Of Providing New Supports And Modifications To The Existing Structure For New Architectural, Mechanical, And Electrical Renovations Taking Place Throughout The Existing Building.•All Electrical Work Required To Ensure Building Code And Operational Needs Are Met.•All Mechanical Work Required To Ensure Building Code, Operational Needs, Building Comfort And Efficient Building Operations Are Met.•All Plumbing Work Required To Ensure Building Code, Operational Need And Operational Efficiency Are Met.•All Finishing Work (Not Limited To Floors, Ceiling, Paint, Trim, Doors, Lighting) Required To Complete Space To Turn-Key Ready, All Afsc Finishes Are Included In Appendix (D).•All Walls Must Be Built With A Solid Durability To Last Many Years To Come And Be Insulated For Sound-Proofing To A Reasonable Standard For Office Space.•The Design Of All Structural Systems Will Meet Or Exceed All Applicable Csa Standards, Thus Providing A Safe Environment For Its Occupants For Years To Come.•If Afsc Determines They Will Move Ahead With A Phase Two Project. Complete Scope To Be Determined Upon Completion Of A Conceptual Design, And Complete Specifications To Be Determined By Final Construction Drawings. All Work Will Be Required To Bring The Selected Space To Turn Key Ready Based On The Future Construction Drawings For Phase Two. As It Applies To The Content Of The Competitive Bid; Please Include Social Responsibilities/Environmental Initiatives.B)Three (3) Projects That Have Been Completed, Similar In Size And Scope, Within The Last 3 Years. Please Provide Owner’S Names And Contact Information For The Three (3) Projects That Are Listed. Afsc May Contact These At Their Discretionc)Safety Program Details As Well As Certifications (Cor/Secor, Etc).2.6.2Schedule And Timeline – 30%Quotes Shall Include:A)Provide A Detailed Construction Plan And Schedule, Including A Gantt Chart (Or Similar) To Meet The June 30, 2026, Completion. Afsc Requires Initial Work To Commence Immediately Upon Contract Execution.B)Include All Construction Activities (Demolition, Construction, And The Duration Of These Phases), As Well As Permit Plans As Well. C)Quotes Should Include Confirmation That The Timelines Provided By Afsc In Section 2.3 Of This Rfp Are Feasible For The Vendor. It Is Recognized That Material Ordering And Resource Availability May Affect Timelines. If The Vendor Deems The Afsc Targeted Timelines As Not Feasible, They Should Provide Alternate Timelines And Provide Completion Percentage They Are Able To Complete By June 30, 2026.
