Barges May Be Either Self-Propelled, Or Not (And If Not, Canada Will Manoeuvre Them With Crown-Owned Tugs). Contractor Is Providing The Barge-Crane Equipment Only; Canada’S Damkeepers Will Operate Contractor’S Equipment For Debris-Clearing Operations At St. Andrew’S Lock And Dam. All Voyages Undertaken By The Barges Will Be “Minor Waters” Voyages To Vessel Safety Certificates Regulations And Home-Trade, Inland And Minor Waters Voyages Regulations, And Entirely Confined To The Area Around The St. Andrew’S Dam. Voyages Will Be Undertaken In Daylight Hours Only.
