Procurement activities will be carried out in accordance with the eligibility rules and procedures of the Inter-American Development Bank. The main objective of the Project is to contribute to the fiscal sustainability of the State through: (i) the modernization of fiscal management; (ii) the improvement of tax administration; and (iii) the improvement of public expenditure management. To achieve these objectives, the program is structured into three components: Component I: Fiscal Management and Fiscal Transparency This component aims to improve management tools, modernize technological infrastructure, and enhance the transparency of the tax authority vis-à-vis society, thereby boosting the institutional performance of the Secretariat of Finance and Planning (SEFAZ). It will finance the implementation of: A proactive audit and control model; and a strategic human resources management model for SEFAZ. Modules for the Fiscal Education Program for Citizenship; Modules for the Electronic Procurement Exchange (BEC); Information Technology Governance Model; Innovation Management Model. Component II. Tax Administration and Fiscal Litigation This component aims to increase the efficiency of tax collection, boost revenues, and simplify compliance with tax obligations; it will finance the implementation of: A methodology for simplifying ancillary obligations; Electronic fiscal document management systems; An Authenticator and Transmitter System (SAT) for electronic fiscal documents; An Integration System for the National Operator of the States (ONE); A fiscal intelligence model for SEFAZ; A collection system for the Inheritance and Gift Tax (ITCMD); A fiscal control system for fuel sales; A model for state tax collection; A unified Contact Center system for electronic citizen services; A system for inquiries regarding the interpretation of tax legislation; and a Tax Litigation System. Component III. Financial Administration and Public Expenditure This component seeks to contribute to fiscal discipline and to increase the efficiency and effectiveness of public expenditure; it will finance the implementation of: A financial administration system; A medium-term fiscal projections and risks model; An Integrated Human Resources and State Payroll Management System; and a Public Service Costing System across four state secretariats or agencies. Procurement processes for contracts financed by the Inter-American Development Bank shall be conducted in accordance with the procedures established in the Policies for the Procurement of Goods and Works Financed by the Inter-American Development Bank (current edition), and are open to all bidders from eligible countries, as defined in these policies. For the selection and contracting of consulting services, the procedures established in the *Policies for the Selection and Contracting of Consultants Financed by the Inter-American Development Bank* (current edition) shall be followed.
