This Is An Invitation To Market Dialogue, Not A Procurement Announcement. The Market Dialogue Is Related To The Possible Future Joint Procurement Of License And Card Training, Which Monetra Oulu Oys Procurement Services Is Planning For Its Customers. The Final Content Of The Procurement Will Be Specified In The Final Request For Tenders, Which Will Be Published Later. For Example, The License Training Acquired By The Municipality For Its Employees. This Joint Procurement Does Not Include Statutory Services Offered As Public Labor Services (E.G. Labor Training And Coaching) In Accordance With The Act On The Organization Of Labor Services (380/2023). Instead, Other License And Card Training Offered By Municipalities Voluntarily To Jobseeker-Customers, Which Falls Outside The Scope Of Statutory Employment Services, Can Be Obtained Through This Joint Procurement. However, As An Exception To The Previous One, The Most Common Work Permit And Card Trainings Offered To Jobseeker-Customers By The Municipalities Belonging To The Oulu Regions Employment Area, Which Are Procured As A Separate Centralized Procurement Organized By The City Of Oulu/Businessoulu. Other Procurement Entities May Also Participate In The Final Procurement In Addition To Those Mentioned In This Announcement. Reserved Procurement Section The Procurement Is Tentatively Planned To Include Its Own Reserved Section For Service Providers Whose Main Purpose Is The Adaptation Of Disabled Or Disadvantaged Persons To Society And Working Life. The Reserved Section And The Content Of The Card And Short Trainings Offered In It Will Become More Specific With The Wishes Of The Subscribers And Market Surveying. According To The Procurement Act, The Procurement Entity Can Reserve Participation In The Tender Within The Framework Of Work Programs Or Limit Participation In The Tender To Work Centers Or Similar Suppliers Whose Main Purpose Is The Adaptation Of Disabled Or Disadvantaged Persons To Society And Working Life. The Condition For Participating In The Tender For Such A Section Is That At Least 30 Percent Of The Employees Of The Job Center, Supplier Or Work Program Are Disabled Or Employees In A Weaker Position. Objective Of The Invitation With This Invitation, We Ask Bidders Interested In Procurement To Register And Participate In The Dialogue Regarding Entities That May Be Acquired Later. The Dialogue Seeks Information On The Providers Operating In The Market Of Card And License Training, Especially Providers Who Meet The Eligibility Requirements Of The Reserved Section, As Well As The Characteristics Of The Training Services Offered In Relation To The Needs Of The Subscribers. The Goal Is To Get Feedback And Possible Development Proposals For The Tender Package That Is Being Prepared. This Announcement Does Not Oblige The Procurement Entities To Carry Out The Actual Procurement, And The Procurement Entities Do Not Undertake To Make Procurements In Accordance With This Announcement. The Decision To Launch The Tender Is Made After A Preliminary Survey And Market Survey. The Announced Information About The Procurement Or The Procurement Procedure Is Not Binding On The Procurement Units In A Possible Subsequent Procurement Procedure. Not Participating In This Market Dialogue Does Not Prevent Participation In A Possible Tender, And Participation In The Dialogue Does Not Affect The Bidders Position In The Actual Tender. Bidders Participating In The Market Dialogue Can Be Provided With Written Background Material For Answering Questions.
