Civil Engineering Support Services – Technical Assistance With Control Of Work And Expertise In Matters And Coatings. The Framework Agreement Will Be Executed By Issuing Purchase Orders. Services Are Regulated By Unit Prices. The Purpose Of This Contract Is To Provide Project Management Assistance And Technical Expertise Services Relating To Roadway Works, Including The Production Of Hot Or Warm Mixes (Gb, Bbsg, Bbm, Bbtm), Emulsion Mixes (Ge, Bbe), Surface Wear Coatings As Well As Cold-Cast Bituminous Materials (Mbcf). This Includes In Particular The Following Missions: - External Control Of The Works, With General Monitoring Of The Campaigns, Analysis Of Non-Conformities And The Establishment Of A Summary File At The End Of The Campaign, Integrating A Detailed Analysis Of The Results; - Assistance To The Project Manager, In Particular For The Exploitation And Analysis Of The Deflection Results; - Technical Expertise Missions, In Particular In The Event Of A Faulty Or Damaged Site; - Support Visits For The Definition Of The Techniques To Be Implemented, In Particular For The Preparatory Work Before Surface Wear Coatings, The Surface Wear Coatings Themselves, As Well As The Choice Of The Types Of Coating To Be Applied On Particular And/Or Large Sites; - Technical Assistance Relating To Formulations Proposed By Companies; - Communication And Dissemination Of Technical Information In The Field Of Road Works. Independence Of The Holder: As Part Of The Mission Of Assistance To Project Management Relating To The Control Of The Implementation Of Asphalt And Emulsion Gravel, The Holder Of The Contract Must Carry Out His Missions With Complete Independence And Impartiality With Respect To The Companies Likely To Intervene On The Sites Concerned. The Holder Undertakes To Immediately Report To The Contracting Authority Any Situation Likely To Constitute A Conflict Of Interest, In Particular When There Is A Capital, Legal Or Functional Link Between The Holder And A Company Carrying Out The Work Subject To Inspection. The Holder Also Undertakes Not To Have Carried Out, On Behalf Of The Company Holder Or Subcontractor Of The Work Concerned, Any Assistance, Advice Or Control Services Prior To The Work Likely To Compromise The Independence Of The Control Mission Carried Out Within The Framework Of This Contract. When The Contracting Authority Identifies A Situation Of Proven Or Potential Conflict Of Interest, It Reserves The Right Not To Entrust The Contractor With Control Services Relating To The Site Concerned And To Use, If Necessary, Another Service Provider. The Holder Will Not Be Able To Claim Any Compensation Due To The Non-Attribution Of These Services When This Decision Is Motivated By The Prevention Of A Conflict Of Interest. The Contracting Authority May Request Any Supporting Evidence To Verify The Absence Of A Link Likely To Undermine The Independence Of The Mission. At The Start Of
