The Subject Of The Order Is The Provision Of Services Including Investment Representation For The Investment Task Entitled: Improvement Of The Energy Efficiency Of Eight Public Infrastructure Buildings Located In Wałbrzych And Subject To Conservation Supervision, Through Their Thermal Modernization, In The Scope Of The Town Hall Building At Plac Magistracki 1 In Wałbrzych, In Accordance With The Decisions On The Building Permit, Design Documentation, Stwiorb, Draft Provisions Of The Contract And Contracts Concluded By The Ordering Party With The Institutions Co-Financing The Task And In Accordance With Applicable Law, I.E. Comprehensive Legal, Financial And Technical Services For The Task, Settlement Of Funds Granted By The Ordering Party For Its Implementation, And Cooperation In The Implementation Of Contracts For Co-Financing The Task. The Duties Of The Substitute Investor Will Include, Among Others: 1) Administration Of Contracts Concluded By The Ordering Party With Contractors Of Works On The Task. 2) Cooperation With The Ordering Party In The Implementation Of Contracts Concluded By The Ordering Party With Institutions Co-Financing The Task. 3) Fulfilling, On Behalf Of The Ordering Party, All Obligations Arising From The Implementation Of The Task, Specified In The Provisions Of Polish Law, In Particular The Act Of July 7, 1994 - Construction Law (Pb) With Implementing Acts.4) Representing The Ordering Party During The Implementation Of The Agreement Towards The Authorities, Offices, Courts, Partners Of The Task And Other Institutions, Including Carrying Out Activities Provided For In The Public Procurement Code Related To Obtaining The Required Permits, Decisions, Notifications, Opinions And Approvals.5) Performing Full-Sector Investor Supervision In Accordance With Art. 25 Pb: A) Representing The Ordering Party On The Construction Site By Checking The Compliance Of Its Implementation With The Design And Construction Permit, Regulations And Principles Of Technical Knowledge, B) Checking The Quality Of The Works And Built-In Construction Products, And In Particular Preventing The Use Of Defective Construction Products And Those Not Approved For Use In Construction, C) Checking And Acceptance Of Works That Are Covered Or Disappearing, Participating In Tests And Technical Acceptance Of Installations, Technical Devices, As Well As Preparation And Participation In The Final Activities Acceptance Of The Works And Carrying Out All Activities Related To Putting Them Into Use, D) Confirming The Actually Performed Works And Removing Defects, As Well As Controlling The Financial Settlements Of The Works, E) Issuing Instructions To The Construction Manager And/Or Works Managers, Confirmed By An Entry In The Construction Log, Regarding: Removal Of Irregularities Or Threats, Performance Of Tests Or Examinations, Including Those Requiring Discovery Of The Works Or Hidden Elements, And Presenting Expert Opinions On The Works Carried Out And Evidence Of
