Date Added: March 17, 2026 Deadline: 07/04/2026 Category: Construction & Engineering, Oil & Gas 1.0 INTRODUCTION NLNG is a leading energy company charged with the responsibility of harnessing and exporting Nigerias vast natural gas resources to improve lives sustainably. It operates a world-class production plant on Bonny Island, Rivers State, Nigeria. The facility consists of six (6) natural gas liquefaction trains with a total capacity of 22 million tons of Liquefied Natural Gas (LNG) and 5 million tonnes of Natural Gas Liquids (NGL) per annum, with associated gas receiving, treating, storage and loading facilities as well as utilities (Electrical power generation, Water, Air, Nitrogen etc.), and support infrastructure (offices, residential accommodation, school, hospital, airstrip, jetties etc.). NLNG intends to carry out a major brownfield replacement of one of the Main Cryogenic Heat Exchangers (MCHE) located within its Plant Complex. For this purpose, the services of Contractors in the areas of Mechanical, Civil, Fabrics, Electrical and Instrumentation project/construction execution are required. NLNG hereby invites interested Companies with relevant brownfield project/construction experience in LNG/Gas production plants, oil refineries, chemical/power plants or similar heavy industrial production facilities, to submit an Expression of Interest. 2.0 SCOPE OF WORK The work scope of this Project is the Detailed Engineering Design, Procurement of Bulk Materials, Decommissioning of the existing MCHE, assessment of the existing civil structures and support systems, and Installation of New MCHE along with the associated facilities. 3.0 MANDATORY REQUIREMENTS Only companies considered to meet NLNGs pre-qualification requirements shall receive further correspondence from the Company, including invitations to tender for the Engineering, Procurement, and Construction Contract for Restoration of Train 1 Main Cryogenic Heat Exchanger (MCHE) to full Production Capacity. To qualify for consideration, interested companies are required to respond to this invitation with the following information/documents for consideration. Failure to submit any of the under-listed documents may lead to disqualification. a. Confirmation of interest on the companys letterhead to participate in the EOI for Provision of Engineering, Procurement, and Construction Contract for Restoration of Train 1 Main Cryogenic Heat Exchanger (MCHE) to full Production Capacity. b. Companys Certificate of Incorporation. c. Complete copy of Form CAC 7 (Particulars of Directors), or its equivalent, or, preferably the most recent complete Status Report issued by the CAC. d. Complete copy of Form CAC 2 (Statement of Share Capital and Return of Allotment of Shares), or its equivalent, or preferably the most recent complete Status Report issued by the CAC. Please note that where a shareholder is a corporate entity, we request the entitys most recent complete Status Report, up to the level where all ultimate beneficial owner(s) are clearly identified. e. Complete copy of Memorandum and Article of Association. f. Current/relevant Midstream and Downstream Oil & Gas Industry Service Permit (MDOGISP) issued by Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) for **Major Construction** and **Technical Consultancy (Specialized Category)**. g. Company Profile showing: i. Organisational chart (including, size, structure, partnerships, alliances, joint ventures, and any subsidiary or parent companies) ii. OEM agency/technical partnership, if any iii. Curriculum Vitae (CV) of the management team iv. Curriculum Vitae (CV) of key technical personnel within the organisation available for the work h. A detailed list of relevant experience with evidence to demonstrate capability and experience in undertaking/completing major Engineering, Procurement, Installation and Construction works within scope of the Engineering, Procurement, and Construction Contract for Restoration of Train 1 Main Cryogenic Heat Exchanger (MCHE) to Full Production Capacity within the last five (5) years with evidence e.g., contracts, award letters, purchase orders, work completion certificates etc. Kindly indicate names and contact of clients, location, and cost or volume of services provided with evidence. i. Detailed list of owned/leased equipment/machinery, including evidence of certifications proposed for the project. j. Three (3) years audited financial accounts. k. Evidence of capacity to fund the contract if successful. l. Tax clearance certificates for the last three (3) years. m. Evidence and documentation supporting compliance with the Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010 [See Nigerian Content Compliance section below] 4.0 NIGERIAN CONTENT REQUIREMENTS The Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010 supports, and details expected Nigerian Content deliverables within contracts and projects in the Nigerian Oil and Gas industry. NLNG is committed to the NOGICD Act 2010 and Nigerian Content Development. Interested companies shall comply with the provisions of the NOGICD Act that relate to the scope mentioned above and in particular, comply with the minimum Nigerian Content targets for the scope, which are covered in the Schedule of the Act. Failure to comply with the NOGICD Act or demonstrate commitment to Nigerian content development shall result in disqualification from this process. Companies responding to this advertisement are required to submit the following in compliance with the NOGICD Act 2010 for the Expression of Interest: a. Documentation to demonstrate that the entity is a Nigerian-registered company. Submission of certified true copies of CAC Forms 2A & 7A (or a recent status report) including company Memorandum and Article of Association. All companies shall be Nigerian Indigenous Service Companies having 51% and above Nigerian equity in the shareholding and ownership structure of tenderers legally registered entity in Nigeria by the Corporate Affairs Commission (CAC). b. Evidence of registration with the Nigerian Oil and Gas Industry Content Joint Qualification System (NOGICJQS). c. Bidders shall provide valid Construction and Moveable Equipment (EC) and Consultancy Services (CS) NCEC demonstrating capability and capacity relevant to execute this work-scope. d. The processes and procedures that explain the methodology of how the respondent to comply with the requirements of the NOGICD Act 2010 (Nigerian Content Plan) and how to achieve the set target(s) in the schedule of the NOGICD Act and any targets set by the Board. e. Details of the companys corporate organization overall Human Resources structure (management, supervisors, senior & junior skilled officers, etc.), identifying positions manned/occupied by Nigerian nationals with evidence of type of employment in-country and identifying the positions manned/occupied by other nationals.f. Proposed organogram for this work scope populated with nationality, qualifications of personnel and years of experience of personnel on the job (attach CV of key finance, operational and technical personnel) including a succession plan in this work scope. g. A detailed description of the location of facilities and infrastructure (assets, equipment, technical office, and administrative space, storage, etc.) in Nigeria to support this contract, evidence that 50% of all equipment deployed to work by multinational and international companies are owned by the local subsidiaries. h.
