Tenders are invited for Meal Consultant. The Deadline of Applications until 25 March 2026. To strengthen the effectiveness, accountability, and impact measurement of the WE-Hub project by developing a comprehensive Theory of Change, revised logframe, and MEAL framework that accurately reflect the projects objectives, interventions, and expected results in promoting womens leadership, participation, and protection in Lebanon Specific Objectives: - SO1: Increase womens leadership and participation in the political and public sphere. - SO2: Foster an enabling environment for better engagement of women in the workforce. - SO3: Enhance key legislative reform and measures that protect women from all forms of violence. Expected Results of the Action: Under SO1: - Women feel more empowered to engage in political life. - Women are more visible in public space and gain competencies, networks, confidence, and legitimacy. - Policy dialogue at the national level is enhanced and the legislative framework becomes more compliant with gender equality. Under SO2: - Women and civil society are better equipped to address discriminatory norms and stereotypes. - Evidence-based policies and recommendations to combat gender discrimination are adopted by stakeholders. - More women access employment and entrepreneurship opportunities, including in non-traditional sectors. Under SO3: - Actors in protection systems provide better services to GBV survivors and coordination with NGOs is enhanced. - Access to justice for GBV survivors is strengthened. - The legal framework protecting women from violence is better enforced. Description of the assignment Planned Activities The MEAL consultant will work closely with the WE-Hub team to strengthen the projects monitoring, evaluation, accountability, and learning framework. The assignment will include consultations with project stakeholders, technical development of key MEAL documents, and facilitation of collaborative work sessions to validate and finalize the results framework. The consultant will undertake the following activities: Conduct an inception meeting with the WE-Hub team to align expectations, review project documentation, and agree on the methodology and timeline for the assignment. Review key project documents, including the existing logframe, donor requirements, reporting tools, and project strategy documents. Conduct Key Informant Interviews (KIIs) and consultations with component leads and relevant project team members to better understand the scope of each component, expected outcomes, and implementation realities. Develop draft versions of the Theory of Change (ToC), revised Logframe, and MEAL Framework, ensuring alignment with donor requirements and the projects strategic objectives. Share draft documents with relevant stakeholders and facilitate a review session to collect feedback and ensure internal alignment. Develop a toolbox of monitoring tools and essential indicators required for project reporting and internal monitoring. Facilitate a participatory workshop with the WE-Hub team and relevant stakeholders to validate and refine the proposed MEAL framework, logframe, and monitoring tools. Finalize the Theory of Change, project logframe, MEAL framework, and monitoring toolbox based on the workshop discussions and stakeholder feedback. Prepare a MEAL narrative report summarizing the methodology, framework, tools developed, and implementation arrangements. Coordination The consultant will work in close coordination with the EF MEAL Expert, and will maintain regular communication with the WE-Hub team and relevant component leads to ensure a participatory and collaborative process throughout the assignment. Place, duration and terms of performance Implementation Period: 1 month Start Date: 1 April 2026 End Date: 30 April 2026 Assignment Location: Hybrid / Beirut, Lebanon Required expertise and profile Number of Experts: 1 Profile Qualifications and Skills: Extensive experience in Monitoring, Evaluation, Accountability and Learning (MEAL), with proven expertise in developing Theories of Change, logframes, MEAL frameworks, and evaluation systems for complex programmes. At least 1015 years of professional experience supporting MEAL system development, programme evaluation, and results frameworks for international organizations, NGOs, and multi-stakeholder programmes. Demonstrated experience conducting consultations, key informant interviews, and participatory processes to develop monitoring frameworks and evaluation tools. Strong experience working in complex programme environments involving government institutions, international NGOs, and civil society actors. Proven experience in facilitating workshops, learning processes, and capacity building sessions with project teams and partners. Excellent analytical, communication, and report writing skills. Fluency in English is required; Arabic and/or French are strong assets. Assignment reports Final deliverables will include: Inception note and methodology outlining the approach, timeline, and consultation process. Draft and final Theory of Change (ToC) for the WE-Hub project. Revised project Logframe aligned with the project objectives and donor requirements. MEAL Framework and monitoring tools toolbox to support systematic project monitoring and reporting. Workshop agenda, presentations (PPT), and supporting materials used during the validation sessions.
