This Request for Proposal (RFP) represents the requirements for an open and competitive procurement process. Submission Instructions: Proposals must be submitted in a sealed envelope and delivered physically to the CARE office in Beirut at the following address: CARE Lebanon Office Sin el Fil, Horch tabet, Dimitri El Hayek Street, Facing Habtoor Hotel, Azar Building, 2nd Floor Mobile: 81-212206 Deadline: Proposals must be received no later than April 10, 2026, at 04:00 PM (Beirut Time). Any proposals received after this date and time will not be accepted. Proposal Requirements: All proposals must be signed by an official agent or representative of the organization submitting the proposal. If any portion of the work is to be outsourced or subcontracted, this must be clearly stated in the proposal, including the name and description of the subcontractor. All costs must be all-inclusive and itemized, including fees for any outsourced or contracted work. Proposals must respond to every subsection, question, and instruction contained in this RFP without exception. Additional Requirements: Proposals must be submitted in English. Submit one original copy of the proposal in the sealed envelope. Any questions regarding this RFP must be submitted in writing to procurement@careliban.org by March 31, 2026. CARE will respond to all questions and share responses with all prospective bidders. Contract terms and conditions will be negotiated upon selection of the winning bidder. All contractual terms will be reviewed by the CARE legal department and will include scope, budget, schedule, and other relevant items. By submitting a proposal, the bidder acknowledges that they have read and understood all terms, requirements, and conditions of this RFP Any verbal information obtained from, or statements made by representatives of CARE shall not be construed as in any way amending this RFP. Only such corrections or addenda as are issued in writing by CARE to all RFP participants shall be official. CARE will not be responsible for verbal instructions.
