Public Road Transport Services – Kemis Local Transport 1 June 2026– 31 May 2029 (2029 – 2030 + 2030 – 2031). The City Of Kemi Is Requesting Bids On Behalf Of The Regional Municipal Public Transport Authority Of Meri-Lapland For The Operation Of Kemis Local Transport. The Operation Of Kemis Local Transport Lines 2, 2A, 2B, 2C And 2Bc As Well As 6 And 6A Is To Be Procured With A Contract Based On Gross Compensation For The Period 1.6.2026 - 31.5.2029, After Which The Contract Can Be Extended By A Maximum Of Two Additional Years At The Customers Decision (With The 1+1 Year Model For The Period 1.6.2029 - 31.5.2030 And 1.6.2030 – 31.5.2031). The Subscriber Shall Notify The Use Of The Option At Least Six (6) Months Before The End Of The Respective Contract Period. The Transport Operator Undertakes To Manage The Transport According To The Routes And Schedules Confirmed By The Customer, In Accordance With The Terms Of The Request For Tender And The Contract. Special Attention Must Be Paid To Customer Service And Service Quality. More About The Description Of The Procurement In Appendix 1. Description Of The Procurement. The Route Descriptions, Timetables And Car Tours Are Described In The Tender Request Appendices 1.1-1.6. Appendix 2 Describes The Requirements For Ticket And Payment Systems 2026-2029. With Its Offer, The Tenderer Commits To All The Conditions Presented In The Request For Tender And In The Annexes To The Tender. The Procurement Unit Has The Right To Make Additions And Changes To The Running Lines In Accordance With The Request For Tenders And Its Appendices. The Procurement Unit Has The Right To Check The Information Provided By The Bidder In The Tender Documents Before Making The Procurement Decision. If The Given Information Is Not Correct, The Offer Will Be Rejected. The Procurement Unit Has Taken Quality Into Account In The Bidders Suitability Requirements, The Minimum Procurement Requirements Or The Special Conditions Of The Procurement Contract. The Aim Of The Procurement Is To Conclude A Service Contract With One (1) Service Provider For The Period Specified In The Request For Tender. The Contract Conditions Attached To The Request For Tender 3.1 Apply To The Procurement. General Terms And Conditions Of The Operating Agreement And Jyse 2025 Services Contract Terms. The Draft Contract Is Attached To The Request For Tenders 3. Draft Transport Contract. One (1) Bidder Who Submitted The Cheapest Accepted Bid Will Be Selected As The Operator. The Selection Criteria Is Overall Economic Affordability, Taking Into Account The Comparison Criteria Presented In The Tender Documents. The Basis Of Comparison Is The Lowest Price From The Accepted Offers. The Procurement Is Estimated To Exceed The Threshold Value Of Section 13 Of The Procurement Act.
