Tenders are invited for Consulting and Engineering Services and Supervision over Construction of Expansion of Needsmust Power Plant. Submission of Proposals, in English (one Original plus three copies), in a sealed envelope clearly marked Proposal for Consulting Services for the Expansion of Needsmust Power Plant, must be hand-delivered or delivered by registered mail/courier or by e-mail to the address indicated below not later than 4th of April, 2026 at 23:59 (AST). The Federation of Saint Christopher and Nevis has received financing from the Saudi Fund for Development (SFD) toward the cost of Expansion of Needsmust Power Plant, and it intends to apply part of the proceeds toward payments under the contract for Consulting Services for the Engineering Design, Review and Supervision of the project. The objective of the assignment is to carry out engineering design and review, technical specifications development, bid documents preparation, evaluation and procurement of EPC contractor services, supervision and monitoring of physical progress, quality and financial status evaluation of the construction works with the objective to ensure that the works are completed on time and meet the engineering specifications as well as social, environmental and prudent utility standards. The services are expected to cover a 26-month period from the commencement date. It comprises of six (6) months for engineering consultancy, preparation of the tender dossier, procurement procedures and evaluation of bids; eighteen (18) months for construction supervision period and two (2) months project finalization period. The assignment will focus on the provision of engineering, tendering and project management services for the procurement of an 18MW hybrid power plant; conducting of engineering studies for the Battery Energy Storage System (BESS) and interconnection requirements for the power plant; preparation of bid documents for the procurement of the 18MW hybrid power plant and associated electrical infrastructure upgrade necessary to interconnect new and existing thermal plants; supervision of construction during project implementation.
