Tenders are invited for Multi-Sectoral Needs Assessment for North-West and North-Central, Nigeria Closing Date: 11 Feb 2026 Type: Consultancy Plan International Nigeria and Save the Children International (SCI), two leading humanitarian and development organizations committed to advancing the rights and well-being of children, have jointly agreed to conduct a comprehensive Multi-Sector Needs Assessment (MSNA) across parts of North-West and North-Central Nigeria. This collaborative effort aims to strengthen evidence-based programming in regions experiencing escalating humanitarian challenges driven by conflict, banditry, displacement, and climate-induced shocks. The MSNA will cover seven statesSokoto, Zamfara, Katsina, Kebbi, and Jigawa in the North-West, and Plateau and Benue in the North-Central region, targeting priority Local Government Areas (LGAs) most affected by insecurity and displacement. Through this joint effort, the two organizations aim to generate reliable, multisectoral data that will inform strategic planning, resource allocation, and programmatic decision-making. The assessment will span critical sectors, including education, health, nutrition, WASH, food security and livelihoods, protection and child protection, gender equality and disability inclusion, climate change adaptation, shelter, and accountability to affected populations (AAP), with safeguarding considerations integrated throughout. Objectives Assess sector-specific needs, barriers, and service gaps across education, health, nutrition, WASH, protection, food security, livelihoods, and climate resilience for children, adolescents, and adults. 2. Identify gender- and disability-inclusive priorities, equitable access to services and meaningful participation in decision-making for marginalized groups. 3. Examine the underlying factors affecting childrens safety, learning, and well-being, including drivers of child protection risks, school dropout, exclusion from services, and challenges to household and community recovery, particularly for girls, children with disabilities, and displaced adolescents. 4. Map and analyze the availability, accessibility, and effectiveness of essential services across education, child protection, WASH, health, nutrition, food security, cash/livelihoods, and DRR systems, including service functionality and existing community coping mechanisms. 5. Generate evidence-based, integrated recommendations to strengthen multisectoral humanitarian response and improve outcomes for affected children, adolescents, and their families.
