In Order To Ensure The Effectiveness Of The Funding Of The Progress Measure Encourage Waste Recycling And The Use Of Secondary Raw Materials Provided In The Development Program Of The Ministry Of Environment Of The Republic Of Lithuania, The Manager Of The 2022-2030 Development Program, It Is Necessary To Assess The Compliance Of The Development Program With Current Market Needs, Eu Strategic Goals And Geopolitical Challenges. It Is Important To Determine Whether The Planned Investments In This Area Are Sufficient And Will Help Ensure The Development Of The Local Waste Processing Industry, Effective Waste Processing, Providing The Local Industry With High-Quality Secondary Raw Materials, Reducing Dependence On Imported And Fossil Raw Materials. In Order To Achieve The Specified Goals, It Is Necessary To Identify Gaps In Their Implementation And Provide Reasonable Recommendations For Further Political Actions. For That Purpose, It Is Necessary To Carry Out An Evaluation Of The Measures Of The Development Program Related To The Achievement Of The Objectives Of The Circular Economy And To Provide Recommendations. The Services Must Be Provided Within 12 (Twelve) Months From The Date Of Entry Into Force Of The Agreement.
