Expression of Interest for Household Resilience & Preparedness to Climate Shocks through Adaptive Social Protection Mechanisms. Publication Date: 01/28/2026 12:00 AM EST EOI Deadline: 02/04/2026 11:59 PM EST The Republic of Congo has been facing recurrent floods due to a consistent increase in rainfall. It is estimated that the Congo Rivers water level has risen by 30 cm since December 2023. Assessments by the Government and the Congolese Red Cross found that the floods in late 2023 and early 2024 affected more than 1.8 million people, or almost two-thirds of the total population. The impact of the floods has been particularly severe in the Northeastern Likouala Region which borders the Democratic Republic of Congo (DRC) and the Central African Republic (CAR). Likouala is among the most vulnerable regions in the Republic of Congo, affected by recurrent flooding, high food insecurity, environmental degradation, remoteness, and the presence of refugees and indigenous populations. Likouala has experienced a significant population increase due to the refugee crisis, straining resources and local capacity, and exacerbating existing vulnerabilities. Likouala is also home to mining, which provides economic opportunities but also poses risks to the environment and local communities. Furthermore, Likouala is very remote which compounds the challenges to build state capacity and improve service delivery. Floods in 20192021 severely affected livelihoods and exposed limitations in institutional capacity to anticipate and respond to climate shocks. The Social Protection and Youth Productive Inclusion Project, implemented under the supervision of the Ministère des Affaires Sociales, de la Solidarité et de lAction Humanitaire (MASSAH) with financing from the World Bank, aims to strengthen access to social safety nets and productive inclusion opportunities for poor and vulnerable households, particularly youth and women, in order to enhance resilience to climate-related and socio-economic shocks. Among other things, the project finances conditional cash transfers (CCT) and accompanying measures for poor and vulnerable households in targeted areas, and the strengthening of the social protection system, including its shock-responsiveness. The World Bank Task Team supervising the project has mobilized resources from the Fragile and Conflict Violence Window of the Social Protection Response Trust Fund for a pilot to strengthen linkages between early warning systems (EWS) and shock-responsive social protection, particularly in flood-prone and fragile areas. Specifically, the pilot aims to bolster resilience and preparedness through accompanying measures. This includes rolling out digital payments to make the social protection system adaptive, including closing gaps in ID and mobile phone ownership for approximately 1,200 households in Likouala. Accompanying measures will be adapted to include additional content on emergency preparedness, including training beneficiaries to be the first link in the EWS chain for observation, leveraging existing community structures. The review of accompanying measures will also include elements of the Risk and Resilience Assessment to examine if accompanying measures can be adapted further to tackle the drivers of fragility. Within this context, the World Bank Task Team seeks an implementation partner for the above-mentioned pilot project. Objectives of the Assignment The overall objective of this assignment is to support the implementation of a pilot initiative in Likouala, aimed at strengthening household resilience and preparedness to climate and flood-related shocks. Specific objectives include: - Strengthening the integration between early warning systems and social protection systems (Social Registry, Payment system) in Likouala; - Enhancing the resilience and preparedness of CCT beneficiary households through adapted accompanying measures; - Building the capacity of local stakeholders to plan and implement shock-responsive safety nets; - Testing emergency flood-response payments through a (digital) payment simulation exercise; - Generating operational lessons to inform future scale-up.
