I) This Item Comes Under The Category Of Hazardous And Other Waste And Its Sale Shall Be Made Only To An Authorised Actual User Or Authorised Waste Collector Or An Authorised Disposal Facility Who Have Been Authorised By State Pollution Control Board/Cpcb/Ministry Of Environment, Forest And Climate Change Under Hazardous And Other Wastes (Management & Transboundary Movement) Rules, 2016. Therefore, Participating Bidders Must Hold Valid Authorization/Registration Certificate From Spcb/Cpcb/Moefcc. This Authorization/ Registration Certificate Must Be Valid Both At The Time Of Bidding As Well As At The Time Of Lifting Of Material.Ii) Firm Shall Also Submit A Certificate/Undertaking In Regard To The Total Hazardous Waste Purchased/Collected And Processed For The Current Financial Year Till The Time Of Auction. Iii) Original Authorisation/Registration Certificate As Well As The Passbook Issued To Purchaser By Spcb/Cpcb Along With Authorization Shall Be Required To Be Produced At The Time Of Taking Delivery. Handing Over Of The Hazardous And Other Wastes To The Purchaser Shall Be Only After Making Of The Entry Into The Passbook Of The Purchaser By The Depot Officer Of Dmrc Custodian. Iv) The Entire Arrangement For Transportation Of The Lot Shall Be Made By The Purchaser And The Responsibility Of Safe Transport Of Hazardous And Other Wastes As Per Provisions Of Hazardous & Other Wastes (Management & Transboundary Movement) Rules-2016 Shall Lie Entirely On Purchaser. V) The Purchaser (Receiver) Shall Also Ensure The Necessary Authorisation For Transport From Concerned Spcbs And This Aspect Shall Be Clearly Stated In Transport Manifest (Movement Document) Issued By Department Of Dmrc Handing Over Hazardous And Other Waste Scrap To The Purchaser. Before Taking Delivery The Purchaser Shall Submit Documents/Details To Depot Officer Of Custodian To Show That (A) In Case Of Transportation Of Hazardous And Other Waste For Final Disposal To A Facility Existing In A State Other Than The State Where The Waste Is Generated, He Has Obtained No Objection Certificate From The Spcbs Of Both The States (B) In Case Of Transportation Of Hazardous And Other Waste For Recycling Or Utilisation Including Co-Processing, He Has Given Intimation To Both Spcbs (C) In Case Of Transit Of Hazardous And Other Waste For Recycling, Utilisation Including Co-Processing Or Disposal Through A State Other Than States Of Origin And Destination, He Has Given Prior Intimation To Concerned Spcb Of States Of Transit. Vi) The Purchaser Shall Also Ensure That The Transport Manifest System (Movement Document) For Hazardous And Other Waste Prepared By The Depot Officer Of Dmrc Custodian As Per Provisions Of Hazardous Waste Management Rules Is Followed. He Will Also Give An Undertaking That The Relevant Copies Of The Transport Manifest (Movement Document) (As Per Colour Code Prescribed In The Hazardous Waste Management Rules Shall Be Duly Signed By Him As Well As By The Transporter Arranged/Nominated By Him And Proper Disposal Of Each Signed Copy Of The Transporter Shall Be Ensured By Him As Well As By The Transporter Arranged/Nominated By Him For Lifting The Lot. Also The Acknowledgment Copy Of The Transport Manifest (Blue Copy) Shall Be Provided By Him To Dmrc Within 07 Days Of Lifting A Lot.
