Tenders are invited for Kitchen & Office Supplies - Framework Agreement 2026 Submit your offer no later than : 31st of December 2025 Nusaned is a non-governmental organization providing humanitarian and development support across Lebanon. Reliable and environmentally responsible kitchen and office supplies are essential to support daily administrative functions, staff welfare, and programmatic operations. 1. Scope of Supply The framework agreement will cover the provision of general kitchen and office supplies, including but not limited to: Office supplies: Writing instruments (pens, pencils, markers, highlighters) Paper products (copy paper, notebooks, sticky notes, forms) Filing and archiving materials (folders, binders, dividers) Office utility items (staplers, scissors, tape, calculators, organizers) Kitchen & pantry supplies: Disposable and reusable items (cups, plates, cutlery, trays) Pantry consumables (tea, coffee, sugar, milk portions, bottled water) Cleaning and hygiene items (dishwashing liquid, sponges, paper towels) Small kitchen accessories (kettles, flasks, storage containers, dispensers) Key Requirements: Items must be new, original, and of professional quality Suppliers are encouraged to offer eco-friendly products, such as: o Recycled or FSC-certified paper products o Reusable or biodegradable kitchen items o Non-toxic cleaning products o Minimal, recyclable, or biodegradable packaging Suppliers must provide unit pricing per item or category Delivery must be made to Nusaned offices or designated field locations within the agreed timeframe Suppliers may be requested to provide samples for quality and green product verification 2. Supplier Qualifications Suppliers must demonstrate: Minimum 3 years of experience supplying kitchen and/or office supplies Proven capacity to supply a wide variety of items reliably References from at least two clients (NGOs, companies, or similar organizations) Ability to deliver to multiple locations across Lebanon Legal registration and compliance with Lebanese commercial regulations Commitment to environmentally responsible products or processes 3. Submission Requirements 4.1 Technical Offer Company profile and relevant experience List of proposed kitchen and office supply items with specifications Evidence of eco-friendly products or green procurement initiatives (certifications, recycled content, biodegradable materials) Delivery and logistics capacity Past experience and references 4.2 Financial Offer Unit price per item or category Price validity for at least 12 months Taxes, delivery costs, or additional charges clearly indicated 4.3 Administrative Documents Company registration and commercial license VAT certificate (if applicable) Authorized signatory identification References from previous similar contracts 4.4 Ethical & Green Compliance Declaration Adherence to anti-fraud, anti-corruption, labor, environmental, and green procurement standards 5. Delivery Terms Delivery period: 37 working days from the Purchase Order date Supplier must replace damaged or non-conforming items at no cost Proper packaging to avoid damage during transit Deliveries to all Nusaned offices and project locations as required 6. Evaluation Criteria Criteria Weight Technical compliance & capacity 40% Financial competitiveness 40% Green procurement / environmentally responsible products 10% Past performance & references 10% Notes: Technical compliance is mandatory; non-compliant proposals will be disqualified. Green procurement points will be awarded based on: o Percentage of environmentally friendly items offered o Relevant certifications (FSC, recycled content, eco-labels) o Sustainable packaging and production practices 7. Framework Agreement Conditions Duration: 12 months (2026) No guaranteed minimum quantities; orders will be placed on demand Fixed unit prices for the duration of the agreement Supplier must maintain consistent stock availability Purchase Orders will be issued periodically as needed 8.
