Expression of Interest for Provide Technical Support in Reviewing the Implementation NCD Screening and Treatment and Treatment SCOPE OF WORK a) Review and Assess the Monitoring & Evaluation (M\&E) Framework b) Systematic Review of DHST and CCST Screening and Treatment Activities c) Review Program Management and Patient Journey d) Evaluate Digital Health Solutions e) Reporting and Recommendations SCOPE OF WORK The consulting firm will be responsible for the following tasks: a) Review and Assess the Monitoring & Evaluation (M\&E) Framework Conduct a thorough assessment of all tools and processes used for routine data collection, including both paper-based and digital systems. Evaluate quality assurance mechanisms, data analysis methodologies, and reporting protocols at national, provincial, operational district, and health facility levels. Map the data flow from point of collection to final reporting, identifying bottlenecks, delays, and gaps in reporting timelines and feedback mechanisms. Assess the alignment of M\&E indicators with national and international standards for NCD programs. Interview key stakeholders involved in data collection and reporting to understand challenges and best practices. Review historical data to identify trends, inconsistencies, and areas for improvement. b) Systematic Review of DHST and CCST Screening and Treatment Activities Health Facilities: Assess the organizational structure, geographic coverage, and technical quality of screening and treatment services. Review patient flow processes, staff capacity (including training and supervision), and adherence to clinical protocols and guidelines. Evaluate infrastructure, availability and maintenance of equipment, and supply chain management for NCD-related commodities. Analyze the integration of NCD services with other health programs at facility level. Conduct site visits to a representative sample of health facilities to observe service delivery and interview staff. Community Settings: Evaluate the effectiveness of outreach strategies, community mobilization efforts, and participation rates in NCD screening and treatment. Observe and document the role of VHSGs and local leaders in promoting awareness, facilitating access, and ensuring follow-up for screened individuals. Assess the efficiency and reliability of referral pathways from community to health facilities, including feedback loops and tracking mechanisms. Discuss with community members to gather insights on barriers and facilitators to participation. Workplaces: Monitor the design, implementation, and coverage of workplace-based screening initiatives, including follow-up rates and integration with broader health system efforts. Review collaboration frameworks with employers and occupational health programs and assess the sustainability of workplace interventions. Interview representatives from participating workplaces to understand operational challenges and successes. c) Review Program Management and Patient Journey Assess the effectiveness of program management structures, including coordination mechanisms between MoH, PHDs, ODs, and health facilities. Map the patient journey from initial community awareness and participation, through outreach and workplace screening, to diagnosis, referral, treatment, follow-up, and treatment outcomes. Evaluate screening coverage, technical quality, and the continuum of care, including patient tracking and data management systems. Identify gaps in service delivery, missed opportunities for follow-up, and barriers to patient retention. Review documentation and reporting practices at each stage of the patient journey. d) Evaluate Digital Health Solutions Review the functionality, completeness, and quality of data entry in the EMR system, including interoperability with other health information systems. Assess the user-friendliness and accessibility of data dashboards and reporting templates, ensuring they meet the needs of frontline health workers and managers. Identify bottlenecks in data management, such as delays in data entry, errors, or incomplete records, and propose practical solutions for timely and accurate data visualization. Evaluate the capacity of health staff to use digital tools, and recommend training or support as needed. Test EMR system features selected health centers to assess usability and reliability. e) Reporting and Recommendations Prepare a comprehensive final report summarizing key findings, best practices, lessons learned, success stories, and key issues/challenges encountered during the assignment. Provide detailed, actionable recommendations for: Refining and standardizing data collection tools and protocols across all levels of the health system. Streamlining reporting processes to reduce delays and improve data quality. Designing and implementing ongoing training and technical support for PMD, PHDs, ODs, and health facilities. Improving digital health solutions (EMR, dashboards) for real-time monitoring and reporting. Promoting regular review meetings and feedback mechanisms to drive continuous improvement. Facilitating knowledge sharing and continuous improvement through documentation and dissemination of best practices and lessons learned, to inform future scale-up. Develop a dissemination plan for sharing findings and recommendations with stakeholders at national, provincial, and health facility levels.
