Tenders are invited for External Auditor. Deadline: Sunday, 14. Dec 2025 1. Purpose of the Role The objective of the audit is to permit the auditor to express an opinion on the financial reports and financial documents of the FCDO funded project titled Let us vote Lebanon implemented by Foreign, Commonwealth & Development Office (FCDO) through the UK Embassy in Beirut. 2. Scope of Work LADE wishes to engage the services of an Audit firm for the purpose of auditing this project, as stipulated in the agreement between LADE and FCDO. This audit shall be carried out in accordance with international audit standards issued by The International Auditing and Assurances Standards Board (IAASB). The audit shall be carried out by an external, independent, and qualified auditor (Certified Public Accountant/Authorized Public Accountant) in Lebanon. The audit shall cover the period from 10/10/2025 to 31/03/2026. The grant amount is 300,000 GBP. 3. Key Responsibilities The selected auditor should be responsible of: Develop an opinion on whether the project financial statements fairly reflected the financial position of the project and whether they are prepared, in material aspects, in accordance with the applicable financial reporting framework including the accounting principles followed by the Recipient and the provisions of the Accountable Grant Agreement. Report on the foreign exchange rates received on conversion of the payments in advance and that they are consistent with the exchange rate used in financial reporting statements to FCDO. In addition to the project audit report, the auditor shall submit a management letter, which shall contain any findings made during the audit of the project. If any finding has been reported in the projects management letter, the recipients shall prepare a response including an action plan to be submitted to FCDO together with management letter. Financial statement should be presented in the currency of the Accountable Grant agreement, and shall include: A statement of Financial Income and Expenditure, showing the funds received and all expenditure categories as listed in Agreements; The complete budget outline, itemized line by line presenting the comparison between forecasted and actual expenditures. Accompanying notes to the Financial Statements describing the applicable accounting principles in place and a detailed analysis of the main figures. 4. Timeline & Deliverables The project started on 11/10/2025 and shall end on 31/03/2026. Audit report to be delivered by 31/03/2026. 5. Required Qualifications and Competencies The selected auditor should possess the following qualifications and experience: Accreditation as a Certified Public Accountant (CPA) or an equivalent auditing certification. Proven experience in conducting financial audits for non-profit organizations and civil companies, preferably for FCDO funds. Demonstrated knowledge of relevant accounting standards and best practices. This includes Generally Accepted Accounting Principles (GAAP) for non-profits and any other local or international accounting standards that may be applicable.
