Expression of Interest for Engagement of a Feasibility Study Consultant for the Lagos State Medical, Industrial & Innovation Zone (Lasmiizo). Date Added: December 8, 2025 Deadline: 20/12/2025 Category: Consultancy IMADE FORTE HOLDINGS LIMITED hereby invites qualified and reputable consulting firms and consortia to submit Expressions of Interest to undertake an investment-grade feasibility study for the proposed Lagos State Medical, Industrial & Innovation Zone (LASMIIZO). The assignment is being carried out on behalf of the Lagos State Ministry of Health and the Lagos State Ministry of Commerce, Cooperatives, Trade and Investment (MCCTI) through Lekki Worldwide Investment Limited (LWIL). Background The Lagos State Government proposes to establish LASMIIZO within the Lekki Economic Zone, leveraging the Lagos Free Zone (LFZ) as a flagship platform and extending to the other zones, to localize ethical and quality-assured health manufacturing, catalyse research and clinical innovation, and strengthen medical supply-chain resilience for Lagos State, Nigeria, and West Africa. LASMIIZO is a priority initiative under the THEMES+ Agenda and is intended to deliver industrial growth, job creation, and improved health security. Scope of the Feasibility Study The feasibility study will be conducted over a six-month period and will culminate in bankable analyses, a preferred PPP/JV delivery model, and an investor-ready implementation roadmap. Key components include, but are not limited to: 1. Market and Demand Assessment Demand modelling for priority health product families (medicines, diagnostics, devices, consumables, APIs/biologics where applicable). Affordability and price-elasticity analysis, including public (NHIA) and private market signals. Regional export potential under AfCFTA. 2. Regulatory and Incentives Mapping End-to-end regulatory approvals pathway (NAFDAC, SON, PCN, NEPZA/LFZ, and other relevant interfaces). Incentives framework covering fiscal, customs, land, utilities, and talent/immigration levers. 3. Infrastructure and Utilities Blueprint Power, water/wastewater, industrial gases, cold chain, warehousing/logistics, broadband/fibre, HSE/security standards, and resilience targets. 4. Digital and Data Architecture SHIP-aligned digital/data architecture, interoperability approach, cyber-security posture, data governance and privacy-by-design requirements. 5. Financing and Commercial Model (PPP/JV Focus) Capital stack options, risk allocation, offtake/anchor-tenant strategy. Comparative options appraisal and draft term-sheet outlines. 6. ESG, Health Impact Assessment (HIA) and Inclusion Framework Environmental and social risk screening, climate resilience, community benefits, and gender/youth inclusion targets. 7. Risk Register, Phased Roadmap and M&E Framework Comprehensive risk analysis with early-warning indicators. Stage-gated implementation roadmap with KPIs and monitoring arrangements. Expected Deliverables The selected consultant will be expected to deliver, at minimum: Inception Report and refined workplan. Interim Market/Regulatory/Infrastructure assessments pack. Financing and PPP/JV Options Paper with preferred model and draft term-sheets. Draft Feasibility Report. Validation Workshop outputs. Final Feasibility Report, Investor Prospectus and Executive Presentation Deck, including handover of models and data-room index. Eligibility Criteria Interested firms/consortia must demonstrate: Proven experience in delivering investment-grade feasibility studies. Strong track record in PPP/JV structuring, project finance, and investor prospectus development. Technical depth in health-sector manufacturing, regulatory pathways (WHO, NAFDAC, NEPZA/LFZ), and supply-chain systems. Capacity across the required thematic areas (market analytics, infrastructure/utilities, digital/data systems, ESG/HIA, commercial modelling). Evidence of similar assignments within Nigeria or comparable emerging markets. Availability of a multidisciplinary team led by a principal consultant with at least 10 years relevant experience. Proposed approach and workplan summary for the feasibility study. 4. Team composition and CVs of key personnel. 5. Evidence of technical and financial capacity.
