The Ministry Of Energy And Climate Solutions (“The Ministry”) Is Committed To Creating A Sustainable Transportation Future For British Columbia (B.C.). Through Its Clean Transportation Branch, The Ministry Develops And Implements Leading-Edge Legislation, Policies, And Programs To Decarbonize The Transportation Sector And Spur Growth In B.C.’S Clean Transportation Industry. This Work Is Critical To Meeting The Province’S Greenhouse Gas Reduction Targets And Ensuring B.C. Thrives In The Low-Carbon Economy Of The Future.The Ministry Is Evaluating Current Gaps And Future Needs Of The Of The Light-Duty (Ld) Electric Vehicle (Ev) Charging Ecosystem In B.C., Including Its Infrastructure Policies And Programs To Determine How Best To Support Zero-Emission Vehicle (Zev) Drivers In B.C. The Province Is Currently Making Significant Progress Towards The Cleanbc Roadmap To 2030 Target Of 10,000 Public Charging Stations By 2030, With Over 7,000 Public Charging Ports As Of The End Of 2024. Moreover, Through The Cleanbc Go Electric Programs, The Province Supports The Installation Of Home, Multi-Unit Residential, Workplace, Fleet, And Public Chargers. The Province Completed The Electric Highway In September 2024, Which Allows Ev Drivers To Travel Through The Entire Province Along All Highways And Major Roadways With Fast Charging Stations Located No More Than Approximately 150 Kilometers Apart.To Inform The Next Stage Of Ev Charging Infrastructure Deployment, The Ministry Is Seeking A Proponent To Complete A B.C. Public And Private Light-Duty Electric Vehicle Infrastructure Study (“The Study”). The Study Will Summarize The Current Private And Public Charging Infrastructure Landscape In B.C., Including Gaps, And Forecast Future Requirements, Costs, And Electricity Demands Based On The Projected Ld Ev Population And Provincial Zev Mandate Commitments. The Study Should Outline Suggested Public And Private Ev Charging Port Targets For B.C. In 2030, 2035, And 2040. The Ministry Will Use The Study To Develop Future Legislation, Policies, And Programs.The Chosen Proponent Must Demonstrate:Proficiency In Light-Duty Ev And Infrastructure Technology.Expertise In Modelling And Forecasting Of Ld Ev Infrastructure Requirements.Strong Technical Writing Skills. An In-Depth Understanding Of B.C.’S Geography And Ld Ev Market. The Maximum Funding Available For The Study Under This Request For Proposal (Rfp) Is $350,000.
