Request for proposals for Technical Support in Delivering a Comprehensive Package of Studies Relevant for the Funding Proposal Development of the Murik Villages Reclamation and Livelihoods Project Global Green Growth Institute in Papua New Guinea invites eligible firms to submit their bids for consulting opportunity titled Technical Support in Delivering a Comprehensive Package of Studies Relevant for the Funding Proposal Development of the Murik Villages Reclamation and Livelihoods Project ABOUT GGGI: The Global Green Growth Institute (GGGI) was established as an intergovernmental organization with the objective of promoting sustainable development of developing and emerging countries including the least developed countries. GGGI is dedicated to supporting the creation and diffusion of the model of economic growth known as green growth. The green growth model integrates economic growth, environmental sustainability, poverty reduction and social inclusion. PROJECT BACKGROUND & OBJECTIVES: The GGGI began its operations in Papua New Guinea (PNG) in 2018. Since then, the GGGI has implemented several projects in the country funded by various donors which include the establishment of the Credit Guarantee Cooperation, the Climate Resilient Green Growth Project (CRGG), Infrastructure for Resilient Island States PNG Project, and Climate Finance Initiative for Resilience and Sustainable Transition (Climate FIRST), among others. By supporting these initiatives, GGGI aims to enhance the countrys resilience to climate change as well as promote sustainable and inclusive growth. Communities in East Sepik Province and across other parts of PNG are increasingly exposed to the growing impacts of climate change, which threaten both their environment and livelihoods. The province, located along the Sepik River, one of the largest river systems in the Pacific, is highly vulnerable to extreme weather events such as prolonged flooding, droughts, coastal erosion and landslides. Climate models show that mean annual temperatures in PNG have increased by approximately 0.2°C per decade in 1961-2015, with projections indicating a further rise of 1.5 - 2.0°C by 2050 for higher greenhouse gas concentration scenario (SSP5 8.5). Meanwhile, sea levels around PNG are rising at about 7mm per year since 1993, more than double the global average, and are expected to increase by up to 60 cm by 2090, intensifying coastal erosion and saltwater intrusion. For low-lying communities in East Sepik, these changes have devastating implications including damaging food gardens, coastal erosion, contaminating freshwater sources, and reducing fish stocks that many households depend on for income and nutrition. The majority of people in the province rely on subsistence farming marine and river-based livelihoods, leaving them particularly vulnerable to climate variability. Furthermore, climate-induced disasters have been increasing in frequency and intensity across PNG, with over 80% of the population considered highly exposed to natural hazards. In East Sepik, these pressures compound existing socio-economic challenges such as limited infrastructure, remoteness, and restricted access to health and education services, underscoring the urgent need for coordinated adaptation and resilience-building measures at the community and provincial levels. In light of the above, the Michael Somare Foundation (MSF), in collaboration with GGGI, have agreed to work together to develop project proposal titled the Murik Villages Reclamation and Livelihoods Project. This initiative seeks to strengthen coastal resilience and improve community livelihoods, through sustainable management of fisheries and related ecosystems in the Murik Lakes area of East Sepik province. The project will focus on addressing the impacts of sea-level rise, saltwater intrusion, and coastal erosion, while supporting income-generating activities and sustainable resource management practices that enhance the adaptive capacity of vulnerable coastal communities. The Purpose of this Consultancy Technical support is required to carry out a comprehensive suite of studies and assessments that will inform the development of a robust Funding Proposal for the project. The specific purpose of the consultancy is as follows: Conduct a Climate Adaptation Needs Assessment for Murik Lakes and Sepik River Delta communities to identify vulnerabilities and targeted interventions. Develop a Resilience-Building Strategy for disaster risk reduction, infrastructure, livelihoods, food security, and health system preparedness. Undertake a Technology Needs Assessment (TNA) to prioritize climate-relevant technologies aligned with PNGs national strategies. Perform a Socioeconomic Impact Analysis and provide technical support for the development of a robust Funding Proposal/Concept Note. Conduct an assessment on the relevant provincial committees that may oversee the project and similar projects in the province including relevant budgets. PROPOSED ACTIVITIES & SCOPE OF WORK: The selected firm will carry out the following tasks to establish a comprehensive baseline and recommendations: Proposed Activities: 1. Inception Meeting and Work Plan Development: a) Conduct a virtual kick-off meeting with key stakeholders to discuss priorities and past/ ongoing activities in the East Sepik province and other communities in PNG, which may be relevant to better understand the proposed project and alignment b) Review and assess relevant policy documents, existing studies, reports, and data to gain more insight into coastal resilience, livelihoods, and adaptation to climate change in East Sepik province and other coastal communities in PNG c) Identify gaps in existing data to inform the development Technical Assistance studies d) Prepare and submit a concise Inception Report detailing the firms understanding of the scope, proposed streamlined methodology, detailed work plan aligned with the 4-month timeline, proposed stakeholder engagement strategy, and schedule of deliverables. Include assumptions and dependencies regarding focal points, data access and logistical arrangements. Deliverable 1: An inception report 2. Comprehensive TA package The consultant firm will deliver a comprehensive TA package that will address the critical needs of climate adaptation, resilience, and funding proposal development. The following TA studies are required: a) Climate Adaptation Needs Assessment The consultant shall conduct a comprehensive assessment to establish a baseline of climate vulnerabilities in the target communities and identify prioritized interventions. Proposed Activities: i. Conduct a literature review of existing climate studies, hazard maps, and climate projections for Murik Lakes and the Sepik River Delta. ii. Carry out field assessments to document the current impacts of sea-level rise, coastal erosion, saltwater intrusion, freshwater variability, and extreme weather on communities and infrastructure. iii. Use community surveys and focus group discussions to collect local knowledge and observations on climate change impacts. iv. Develop a vulnerability mapping tool showing areas at highest risk and affected populations. v. Identify and prioritize potential adaptation interventions for coastal, riverine, and community infrastructure. vi. Identify relevant provincial committees and budgets in the province that approves climate change/infrastructure related projects vii. Prepare a draft Climate Adaptation Needs Assessment report b) Resilience-Building Strategy The consultant shall design and develop protocols for disaster risk reduction and the enhancement of sustainable community resilience. Proposed Activities: i. Review existing disaster risk management plans and infrastructure resilience protocols at local and provincial levels. ii. Assess community-level preparedness for floods, storms, and other climate hazards. iii. Develop guidelines for infrastructure resilience, including flood-proofing, water management systems, and ecosystem-based solutions. iv. Recommend livelihood diversification measures that are climate-resilient (e.g., aquaculture, sustainable fisheries, agroforestry). v. Formulate strategies for food security and health system preparedness, including early warning systems and emergency response planning. vi. Prepare a draft Resilience-Building Strategy c) Technology Needs Assessment (TNA) The consultant firm shall identify, evaluate, and prioritize climate-relevant technologies for local adaptation Proposed Activities: i. Conduct an inventory of existing and emerging technologies suitable for water management, coastal protection, renewable energy, climate-smart agriculture, and early warning systems. ii. Assess feasibility, cost, and accessibility of each technology within local contexts. iii. Consult with government, NGOs, and private sector stakeholders to identify opportunities for technology transfer and capacity-building. iv. Conduct a multi-criteria analysis (MCA) to evaluate and rank priority technologies based on key criteria such as cost-effectiveness, technical feasibility, environmental sustainability, and social impact, and develop detailed recommendations for installation, operation, and maintenance plans for the top-ranked options. The local communities should be closely consulted throughout the process. v. Ensure all recommendations align with PNGs National REDD+ Strategy and Vision 2050. vi. Prepare a draft Technology Needs Assessment report d) Socioeconomic Impact Analysis The consultant firm shall assess the social, economic, and gender impacts of climate change and the proposed interventions and also quantifying co-benefits to support inclusive and climate-resilient development.
