A complete set of bidding documents in English may be purchased at the address in Section 10(a) upon payment of a non-refundable fee of ETB 3,000. Payment shall be made in cash. 7. The sealed first-stage proposal must be delivered to the address under Section 10(b) on or before 2:00 PM on December 10, 2025. Bid proposals will be opened on the same day at 2:30 P.M, in the presence of bidders or their representatives who choose to attend. 8. Candidates invited for the Second Stage Bid must be accompanied by a bid security in the form of CPO or an Unconditional Bank guarantee from a recognized Bank and/or a counter guarantee from the Commercial Bank of Ethiopia. 9.
