The Activities Covered By The Assignment Are Highly Interconnected And Require A Unitary Approach To Guarantee Homogeneity In Performance Levels, Operational Continuity And Organizational Coherence. Unitary Management By A Single Responsibility Center Also Allows For More Effective Planning And Coordination Of Activities, With Consequent Optimization Of Resources, Rationalization Of Processes And Possible Economies Of Scale. The Division Into Lots, Therefore, Would Be Technically Impracticable And Not Economically Convenient, As It Would Compromise The Overall Efficiency Of The Service And Increase The Management Complexity For The Client. According To The Provisions Of The Art. 107, Paragraph 3 Of The Code, The Technical And Economic Offers Will Be Examined Before Verifying The Suitability Of The Bidders. In Order To Guarantee The Quality Of The Service, The Tender Documentation Will Be Included, Pursuant To Art. 108, Paragraph 7 Of The Code, A Minimum Threshold For The Technical Score Equal To 35 Points For The Overall Non-Reparameterized Technical Score. Competitors Who Achieve A Technical Score Lower Than The Aforementioned Threshold Will Therefore Be Excluded From The Tender Procedure.
