Descriptionthe Competition Concerns The Delivery Of An Erp System That Includes Finance, Payroll, Hr And Purchasing For The Municipalities Of Fitjar, Bømlo And Stord, Delivered As A First-Come, First-Served Solution. The Solution Must Also Be Able To Be Used By All Associated Businesses For Which The Municipalities At Any Time Keep Accounts - For Example Church Joint Councils/Parishes, Municipal Enterprises (Kf), Municipal Task Forces (Ko) And Inter-Municipal Companies (Iks). Participants In The Procurement: Fitjar, Bømlo And Stord Municipalities. The Value Of The Acquisition Is Estimated To Be Above The Eea Threshold Value. The Volume Is An Estimate And Is Not Binding On The Client. For Further Information, We Refer To The Procurement Documents. A Draft Of The Competition Basis Itself Is Attached To This Qualification Basis. The Client Reserves The Right To Make Minor, Non-Significant Changes To This Basis Before Suppliers Are Invited To Make Offers. The Client Reserves The Right To Cancel The Competition, Among Other Things In Connection With Budgetary Coverage And Political Approval. By Its Nature, This Procurement Is Assessed To Have An Insignificant Impact On The Climate And Environment, Cf. Regulations §7-9, Fifth Paragraph. The Rationale For This Is That The Procurement Concerns The Purchase Of Digital Services Where The Nature Of The Procurement Means That The Client Is Prevented From Influencing The Climate And The Environment, Since Requirements And Criteria That Target These Elements Will Not Have A Sufficient Connection To The Delivery, Cf. Dføs Environmental Guide. The Client Has Assessed The Procurement Against The Apprentice Regulations, Cf. §7 Of The Procurement Act, And Concluded That There Are No Requirements For Apprentices In This Procurement As It Is Considered Disproportionate. This Is An Erp Delivery Where Large Parts Of The Contract Are Linked To Costs And The Hire Of Cloud Services From External Parties. Such A Delivery Requires Specialized Expertise In System Development, Finance, Hr And Project Management, And Is Normally Carried Out By People With Higher Education Or Equivalent Experience - Not By Skilled Workers With An Apprenticeship Contract.
